The MCC is seeking an experienced assistant general counsel to lead the agency's administrative law functions, including managing a team of attorneys and ethics professionals responsible for employment, ethics, procurement, and labor issues. The successful candidate will interact with senior management, and the CEO, and must be strategic, responsive, proactive, and practical, with excellent analytical and communications skills. Duties

Serves as an advisor and technical resource by providing ongoing support and legal advisory services with respect to complex and difficult questions impacting MCC administrative programs and operations. Provides assistance in support of multi-disciplinary projects related to sensitive or complex public policies of national or international significance that have complex legal aspects and involve controversial legal issues. Prepares and oversees the preparation of interpretative analysis of policies associated with critical MCC programs and operations. Provides expert advice and guidance to MCC officials on all legal issues related to the regulations, statutes, and budgets/appropriations applicable to MCC's foreign assistance mission. Coordinates all administrative litigation matters involving the agency, including on federal personnel law, equal employment opportunity law, and procurement law. Coordinates and participates with the Department of Justice on all civil litigation matters affecting MCC. Ensures all MCC officials are kept informed of new or changes to existing administrative laws, rules, and regulations affecting MCC programs and operations. Serves as MCC's Chief Freedom of Information Act (FOIA) officer or FOIA Appeal Authority with authority to release or deny all FOIA/Privacy Act requests. Serves as a MCC Designated Agency Ethics Official (DAEO) or Alternate DAEO. Directs all activities associated with the day-to-day operation of MCC's ethics program including the implementation and oversight of laws, regulations and policies related to ethics. Ensures legal opinions, briefs, memoranda, etc. are fully researched, and contain appropriate legal and policy conclusions. Recommends and formulates MCC's position regarding difficult and complex legal problems and issues that may be controversial or of significant public interest. Provides advice and consultation as a technical expert and recognized authority in the field of administrative law. Directs the activities of subordinate staff members. Performs administrative and human resource management functions relative to the staff supervised. Ensures continuing affirmative application of MCC policies concerning equal opportunity. Performs related duties as assigned.

Qualifications

To qualify for pay band 2D applicants must meet the following: Applicants must have seven years of post J.D. experience that has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position. Examples of specialized experience include providing advice on administrative law matters (and, as applicable, related litigation) including federal personnel law, equal employment opportunity law, procurement law, and other federal statutes, regulations, policies, and procedures. experience providing legal advisory services on Freedom of Information Act (FOIA)/Privacy Act and/or ethics laws and regulations. Note: This experience MUST be well documented within your resume or application). Highly Desirable: Experience providing legal advisory services on Freedom of Information Act (FOIA)/Privacy Act and/or Ethics laws and regulations. Applicants must provide evidence of active membership in good standing of the bar of a state, territory of the United States, District of Columbia, or Commonwealth of Puerto Rico.
