The primary purpose of this position is to serve as Cultural Resources Program Manager, Environmental Science Management (ESM), 56th Range Management Office managing the cultural resource program, and organizing, directing, and exercising control over the cultural management section.

Duties

As Cultural Resource Program Manager, plans, organizes, and directs the activities of the 56 RMO cultural resource program (56 RMOIESMC), ensuring that ESMC complies with legal and regulatory requirements and meets customer needs. Performs the functions of Cultural Resources Manager for the Barry M. Goldwater Range (BMGR) East as described in AF 32-7065. Responsible for compliance with cultural resource preservation and management statutes, directives, and Instructions. Responsible for planning and environmental impact analysis with respect to cultural resources on the BMGR East. Conducts interagency cultural resource consultation.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Professional and Scientific Positions, Archeology Series 0193+IOR BASIC REQUIREMENT: A Bachelor's degree that included 3 semester hours each in the following course areas: History of archeology. Archeology of a major geographical area such as North America or Africa. Regional archeology, archeological cultures, or sites in a specific part or portion of a major geographical area to acquire or develop a foundation for regional specialization for professional development. Theory and methods of archeology. Methods include, but are not limited to, typology, classification, sampling, cultural evolution, diffusion, dating, and analytical techniques. Archeological field school, to provide a basic understanding of theoretical and practical approaches to research design implementation, field preservation techniques, and report preparation by participation in actual field worK. AND Six semester hours of related course work in: geography, geology, or cultural geography; history, historiography, or historical archeology; environmental studies; scientific writing (nonfiction English composition); and/or surveying; AND Archeological field school. 2. Related Curriculum - Degree in anthropology (with emphasis on ethnology, physical anthropology, or scientific linguistics), history, American studies, or a related discipline may be accepted as satisfying in full the educational requirements, provided the curriculum supplied academic course work sufficiently similar to the requirements listed above (including archeological field school). OR Combination of education and experience- courses equivalent to a major in Archeology as described above, plus appropriate technical experience or additional education. OR Four years of archeological work experience that demonstrated a thorough knowledge of the fundamental principles and theories of professional archeology. The work experience must have included archeology field experience, which may include that gained in an archeological field school. Field experience should have included a combination of professional experience in archeological survey, excavation, laboratory analysis, and preparation of written materials. Applicants with such field experience should, after additional experience under the direction of a higher-grade archeologist, be able to demonstrate the ability to be a crew chief, directing the work of others at a single location as a part of a larger archeological project. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. Examples of specialized experience includes providing knowledge of professional principles, practices, techniques, and procedures of cultural resource management to perform program leadership functions associated with project development, execution, training, and advisory services in accordance with National Historic Preservation Act (NHPA), Native American Graves Protection and Repatriation Act (NAGPRA), National Environmental Policy Act (NEPA), Archeological resources Protection Act (ARPA), executive orders, etc. Planning and budgeting, gathering, and analyzing a wide variety of data to provide recommendations for improving the cultural resources program. Performing project management responsibilities to include writing statements of work, evaluating contractor proposals, and managing work performed by contractors. Applying knowledge of the culture, history, and traditions of various Native American cultures indigenous to southwestern Arizona, to include consultation, negotiation of agreements regarding identification, evaluation, and treatment of cultural resources, treatment of human remains, and identification of traditional cultural places and sacred sites. Establishing and maintain positive working relationships with representatives of Tribes and State and Federal Agency, to resolve complex issues cooperatively. Communicating effectively orally and in writing to diverse audiences. Using computer software such as word processing, spreadsheets, presentations graphics, and database to support briefings and presentations. Applying advanced environmental planning practices to complex projects, focusing specifically on evaluation of potential impacts to natural and cultural resources. OR EDUCATION: Successfully completed a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position. OR COMBINATION OF EXPERIENCE AND EDUCATION: Basic education requirement for the GS-0193-11 and less than the full amount of specialized experience required but more than 2 years of graduate level education with a major or subject area related to the position to be filled. Therefore, a combination of experience and education. NOTE: You must submit a copy of your of transcripts. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of professional principles, practices, techniques, and procedures of cultural resource management to effectively perform program leadership functions associated with protect development, execution, training. and general advisory services in accordance with NHP A, NEPA, NAGPRA. ARP A, executive orders, and DoD and AF Instructions (AFI). 2. Skill in program administration including planning and budgeting, with the ability to gather and analyze a wide variety of data to provide recommendations for improving the cultural resources program. Professional experience applying advance environmental planning practices to complex projects, focusing specifically on evaluation of potential impacts to natural and cultural resources. 3. Ability to perform project management responsibilities to include writing statements of work, evaluating contractor proposal, and managing work performed by contractors to, include reviews technical documents Experience with Air Force cultural resource management programs, desirable. 4. Knowledge of the culture, history, and traditions (includes tribal cultural resources & religious issues) of various Native American cultures indigenous to southwestern Arizona, to include consultation, negotiation of agreements regarding identification, evaluation, and treatment of cultural resources, treatment of human remains in accordance with NAGPRA, and identification of traditional cultural places and sacred sites experience with archaeological survey and excavation is preferred Graduate degree in archaeology, anthropology or related field is desirable. 5. Ability to establish and maintain positive working relationships with representatives of Tribes and State and Federal Agencies, including State Historic Preservation Officer, to resolve complex issues cooperatively.
