This position is located at the William Jennings Bryan Dorn VA Medical Center in Columbia, South Carolina. This position reports to the Administrative Officer of Surgery Service. The incumbent will have responsibility for the development, organization, management, and application of information systems for the clinical and administrative activities of the Surgery Service.

Duties

Major duties include, but are not limited to the following: The incumbent will integrate four major elements of operational responsibility: the integration of major and minor data sources within the VA; the analysis of workload at the individual, programmatic, section, aid service or system level; the analysis of clinical practice patterns and clinical outcomes management; and studies and special projects. The incumbent is the key information management expert in creating the data streams essential to the operations, organization, and decision making processes within Surgery Service. The incumbent will be the resident expert on Vista and other VA information systems, the derivation of pertinent data sources from these information streams, use of statistical analyses and the developmental research work for the application of software and hardware and services staff for both administrative and clinical applications. Analyze data generated from a variety of sources (e.g. ProClarity, data warehouse, Vista, DSS) to identify and report issues by provider, program, clinic, and service. Provide information and analysis support to management and clinical service teams. Research and/or analyzes problems, issues, and/or program requirements. Review information and apply standard analytical techniques. Develop recommendations and proposals and presents analyses to administrative and clinical leadership at the section, service, and organizational level. Design, collect, analyze and report clinical improvement data to support key service improvement goals and performance improvement programs. Provide clinical and administrative teams with measurement consultation and support in regards to custom data collection, analysis and reporting. Provide real time, process, outcome and satisfaction measurement consultation across administrative and clinical sections within the service. Manage all workload capture systems assuring all visits, procedures, consultations, and other forms of workload are completed in the appropriate timeframes. Integrate individual provider data into meaningful group or sub-set information analyses such as but not limited to hospital admissions patterns, length of stay, bed days or care and pharmacy and medication use practices patterns. Develop the data information systems designed to analyze the objectives and goals that are defined in the annual performance plan for the Surgical Service. Coordinate the development of PC and web-based resources for clinical and management support operations. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 02/23/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-9. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-9 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: communicating among stakeholders to facilitate and support organizational change; applying a wide range of established practices, theories, and emerging information in relation to health care delivery, informatics, and applications; independently completes analytical projects related to process improvement; experience with data life cycle to include data design, collection, and management to input, retrieve, analyze, summarize, and present information; and knowledge and use of national database architecture and file structure. OR Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have successfully completed a Ph.D. or equivalent doctoral degree, or three (3) full years of progressively higher-level graduate education leading to such a degree, or an LL.M. if related that demonstrates the knowledge, skills, and abilities necessary to do the work of this position. NOTE: Transcripts must be submitted with application. Education cannot be credited without documentation. OR Combination: Applicants may also combine education and experience to qualify at this level. You must have a combination of successfully completed education and specialized experience directly related to the work of the position as outlined above that meets the requirements of the position. Only education in excess of a master's or equivalent graduate education may be used to qualify applicants for the GS-11 level. NOTE: If using education combined with specialized experience to qualify, a copy of your transcript is required. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Preferred Experience: Performs the quantitative and qualitative analysis of provider labor mapping, consult management and the provider's clinical grid. Consults with appropriate clinical point of contact when conflicting, erroneous, and/or negative trends are observed. Performs daily reviews of station's open stat consults. Performs daily reviews of station's scheduled consults that are linked to past clinical appointments. Evaluating the appropriateness of the status, and working with the referring provider, receiving specialty to resubmit or close the consult within the timeliness guidelines spelled out in the Consult Timeliness SOP. Familiar with Power BI, VSSC, ACAC, Consult Management, and Clinic grid assessments. Physical Requirements: Regular and recurring work is mostly sedentary involving sitting at a desk, although the position requires the ability to move from one geographic location of the facility to another. The incumbent works with a computer screen and keyboard. Some physical effort such as sitting may be required. The incumbent may be exposed to walking, bending or prolonged sitting may be required. The incumbent may be exposed to walking to outlying areas.
