WHAT IS THE HUMAN CAPITAL OFFICEDIVISION? Hiring Operations The following are the duties of this position at the full working level. If this vacancy includes more than one grade and you are selected at a lower grade level, you will have the opportunity to learn to perform these duties and receive training to help you grow in this position. Incumbent is a top field authority in all technical facets as well as policy interpretation aspects pertaining to the recruitment/placement program. As such, the incumbent provides highly-seasoned advice/guidance to all levels of management and employees on the full range of policies, practices, and technical matters, including recognition of those that are precedent-setting in nature. Serves as personal consultant to top-level management in designing comprehensive strategies for addressing current/future workforce needs of the serviced organization. Considers a broad range of factors such as labor market conditions and competition factors, unique recruitment sources, upcoming organizational changes, existing or proposed agency policies/regulations/initiatives, Federal legislation, and current/emerging HR (Human Resources) recruitment and placement principles, practices, or innovations. Develops project objectives and action plans as appropriate. Maintains an expert knowledge of recruitment/placement practices and policies through a careful review of OPM (Office of Personnel Management) and IRS policy directives, program issuances, and precedent-setting decisions. Assesses impact to existing local operating guidelines/management objectives; develops and issues organization-wide program guidance relative to changes in policy, regulatory requirements, and strategy. Provides limited technical advice/guidance in other specialty program areas, including employee benefits, position management/classification, personnel processing, and workers' compensation. Considers the full range of interrelationships of these programs in developing recommendations/courses of action to address and/or resolve the most difficult recruitment and placement issues. Coordinates with appropriate program officials when issues require more in-depth technical analysis and expertise. Independently conducts and/or leads a team in the study of major and highly-complex recruitment or placement issues to develop recommended improvements in policy, regulations, and/or procedures. Analyzes top management plans and initiatives to identify issues that affect Service-wide policies and/or are precedent setting in nature. Prepares proposed changes in program policies for agency-wide consideration.

Qualifications

Federal experience is not required. The experience may have been gained in the public sector, private sector or Volunteer Service. One year of experience refers to full-time work; part-timework is considered on a prorated basis. You must meet the following requirements by the closing date of this announcement: SPECIALIZED EXPERIENCE: GS-13 LEVEL: You must have 1 year of specialized experience at a level of difficulty and responsibility equivalent to the GS-12 grade level in the Federal service. Specialized experience for this position includes: To be qualifying, your experience should demonstrate in-depth knowledge of the practices, laws, regulations, policies, and precedents associated with personnel staffing and recruitment and an understanding of other human resources management programs sufficient to provide comprehensive technical and consultative services to management; knowledge of the agency organizational structure (or other large organization) to evaluate customer needs; demonstrated knowledge of communicative techniques in order to meet and deal tactfully and persuasively with others to resolve issues which are often controversial and sensitive in nature; experience utilizing analytical techniques to conduct all necessary research, analysis, evaluation, and drafting of responses. AND MEET TIME IN GRADE (TIG) REQUIREMENT: You must meet applicable TIG requirements to be considered eligible. To meet TIG for positions above the GS-05 grade level, you must have served at least one year (52 weeks) at the next lower grade (or equivalent) in the normal line of progression for the position you are applying to. Advancement to positions up to GS-05 is permitted if the position to be filled is no more than two grades above the lowest grade held within the preceding 52 weeks. AND TIME AFTER COMPETITIVE APPOINTMENT: By the closing date (or if this is an open continuous announcement, by the cut-off date) specified in this job announcement, current civilian employees must have completed at least 90 days of federal civilian service since their latest non-temporary appointment from a competitive referral certificate, known as time after competitive appointment.
