The primary purpose of this position is to service in the field Nuclear Command, Control and Communications (NC3) systems and platforms supporting the President, Secretary of Defense, Chairman Joint Chiefs of Staff and other national leaders with the worldwide system of systems used to command and control the nation's nuclear arsenal throughout the spectrum of conflict.

Duties

The position serves as part of the NC3 Systems on Nuclear Command and Control (NC2) Platforms and Weapon System Configuration Elements (CE) and oversees the support planning and integration of NC3 systems assigned to the NC3 Weapon System CE. Develops and analyzes planning and programming inputs/recommendations/positions for NC3 Weapon System CE in appropriate formats to meet Air Force and Major Command requirements. Provides advice and recommendations to senior leaders, mid-level managers, action officers and systems program offices regarding maintenance, sustainment, replacement, integration and effectiveness of NC3 systems on given NLCC/NC3 weapon systems CE. Prepares, reviews, edits, coordinates, and releases well-written and clear correspondence and documentation that accurately conveys the intent and results for technical solutions and integration plans.

  • The employee may be required to work other than normal duty hours, which may include evenings, weekends, and/or holidays and/or overtime and may require occasional 12-hour shifts.
  • This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program.
  • Employee must pass initial and periodic short notice drug testing. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety.

In order to qualify, you must meet the requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. https://www.opm.gov/policy-data-oversight/classification-qualifications/general-schedule-qualification-standards/#url=Group-Standards BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT: In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: In order to qualify, you must meet the requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Telecommunications Series 0391. https://www.opm.gov/policy-data-oversight/classification-qualifications/general-schedule-qualification-standards/0300/telecommunications-series-0391/ SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes which has equipped me with the knowledge, skills, and abilities (KSAs) to successfully perform the duties of the position, and that is typically in or related to the position to be filled. To be creditable, the specialized experience must have been at the GS-11 grade level or equivalent. My experience includes experience in evaluating, analyzing, developing, managing, or improving communications systems, procedures, and requirements that demonstrated knowledge of current developments and trends in communications concepts and technology. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of management and organizational principles and practices for a variety of NLCC/NC3 infrastructure support function, NLCC/NC3 weapon systems, security, interagency responsibilities/linkages and a comprehensive knowledge of planning, programming, and budgeting regulations, guidelines, and processes. 2. Knowledge of Department of Defense and Air Force planning, acquisition, and management processes to provide PPBE guidelines and advisory services in support to long-range Air Force war, mobilization, exercise, deployment, and similar operations planning efforts. 3. Knowledge of key NLCC/NC3 systems/programs such as the National Airborne Operations Center, Mobile Consolidated Command Center, Primary Command Centers, Strategic Automated Command and Control System, Nuclear Planning and Analysis System, Minuteman Minimum Essential Emergency Communications Network Program. DIRECT, the nuclear triad, NC3 VLF/LF, and Nuclear Command and Control procedures among other systems/programs in the nuclear mission. 4. Knowledge of the Federal, DoD, and Air Force planning, programming, and budgeting process (PPBE) and thorough knowledge of Air Force program goals and objectives, the sequence and timing of key operational events and milestones, and methods of evaluating the effectiveness of planning actions as related to actual events. 5. Knowledge of the various nuclear command and control entities involved in overall planning and execution of nuclear operations and evaluations. 6. Skill in designing and conducting comprehensive studies, and developing solutions to broad, important, and severe command operational and contingency areas. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
