The primary purpose of this position is to serve as a Civil Engineer (CE) Operations Flight Workforce Manager. To provide customer interface and receive, review, and process all CE service requests associated with work performed in facilities base-wide within the appropriate IT system.

Duties

1. Integrates and synchronizes Operations Flight work force for demand maintenance/customer service. 2. Responsible for receiving, reviewing and processing all Civil Engineering work requirements and CE Enterprise IT data associated with operations management, warranty program management and investment planning. 3. Integrates and synchronizes Operations Flight work force for preventive maintenance (PM). 4. Manages/Executes Facility Manager Program. 5. Supports the Unit Control Center (UCC) during exercise and real world situations.

  • Employee will be required to augment the Civil engineering Snow Removal Team not necessarily performing in their primary skill code.
  • Employee would be trained on safe snow shoveling and snow removal practice and would receive appropriate safety equipment.
  • The work may require the employee to carry an electronic beeper or cell phone.
  • This position may require travel away from the normal duty station on military or commercial aircraft.
  • This position may require drug testing and the candidate may be subject to passing a drug test upon selection.
  • Selectee may be required to serve a probationary or trial period.
  • This position has been reviewed and determined that it does not meet any of the exemption criteria defined in 5 CFR 551. This position has been designated as nonexempt.
  • This position may require a physical/medical examination. The physical requirements of this position are determined by the manager.

Qualifications

Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Group Coverage Qualification Standard for Administrative and Management Positions. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-07, or equivalent in other pay systems. Specialized experience applying a comprehensive range of principles, concepts, and methods for facility and infrastructure maintenance or service operations with complicated technical requirements; and the ability to effectively plan, organize and coordinate with multiple trade/craft persons, technicians, and engineers providing equipment, facility and infrastructure construction, and maintenance/repair practices and programs while maintaining good working relations. Due to the use of 120 day rosters; specialized experience maybe completed within 120 days of the closing of this annoucement. OR EDUCATION: master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D. in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position. OR COMBINATION OF EXPERIENCE AND EDUCATION: A combination of the education and experience listed above. NOTE: only graduate experience in excess of the first year can be used when claiming a combination of education and experience. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-­grade requirements to be considered eligible. One year at the GS-07 level is required to meet the time-in-grade requirements for the GS-09 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. Due to the use of 120 day rosters; time-in-grade maybe completed within 120 days of the closing of this annoubncement. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge in asset management principles and practices as it applies to operations management and requirements and optimization activities; rules procedures, and operations applicable to real property management and financial management. 2. Knowledge of civil engineering work control, customer service, and operations/maintenance management procedures; knowledge of civil engineering work centers and type of work performed by each type of work center and associated computerized maintenance management and sustainment management systems, system capabilities, and economic usage to effectively accomplish assigned functions. 3. Knowledge of safety, security, and environmental standards, regulations and requirements and how to apply them. 4. Skill in preparing FM program reference material and training presentation, and tracking training currency for all assigned FMs. 5. Skill in collecting, organizing, analyzing, sorting, associating, and filtering data from one or more sources using spreadsheet, database, or other data manipulation tools (macros, formulas, pivots tables, charts) in order to portray trends, findings, visualizations and build effective presentations to support and drive decision making. 6. Ability to communicate effectively both orally and in writing to brief supervisor, committees, and other groups; gather information; and prepare analyses of problems and reports. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
