The primary purpose of this position is to serve as Chief, Logistics Division in the Installation Support Directorate of the Installations and Mission Support Center with responsibility for directing the activities of the Division.

Duties

1. As Division Chief, plans, organizes, and oversees the activities of the Division. 2. Exercises supervisory personnel management responsibilities. 3. Establishes, develops, and maintains effective working relationships with AFIMSC Senior leaders, MAJCOMs, HAF/SAF, DoD and industry. 4. Responsible for development and implementation of installation deployment planning and execution policy applicable to all Air Force bases. 5. Responsible for the enterprise-wide implementation of Air Force transportation policy, guidance and procedures at Air Force installations.

  • 1 of 3: 1. This position has been designated as a Key Career Position (KCP). The assignment will not be continuing and has an established tour limitation of36-60 months as determined by the Career Field Team and Career Field Manager.
  • 2 of 3: Employees must sign a Memorandum of Understanding including Selection, Restriction, Outplacement, Tour and Mobility Agreement as a condition of employment.
  • 3 of 3: This addendum is effective 1 March 2014 and will be utilized upon incumbent's exit from the position and from that point forward whenever the position is filled.
  • This position meets the executive exemption criteria for the Fair Labor Standards Act (5 CFR 551.205).
  • This is a key position. Incumbents must be removed from their military recall status if alternatives for filling the position during an emergency are not available.
  • Mobility is a condition of employment. Incumbent is required to sign a mobility agreement.

Qualifications

Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Group Coverage Qualification Standard for Administrative and Management Positions. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-14, or equivalent in other pay systems. Examples of specialized experience includes that I have or will have within 120 days of this announcement closing one year of specialized experience equivalent to the GS-14 grade level or equivalent pay band in the Federal service. Specialized experience includes logistics strategic planning and policy development for procurement, managing logistics readiness programs, distribution, budgeting, funding, programming, maintenance, storage and disposal of logistical operations; policies, concepts and procedures affecting logistics functions. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-­grade requirements to be considered eligible. One year at the GS-14 level is required to meet the time-in-grade requirements for the GS-15 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1 Knowledge of the policies, principles, concepts, guidance, procedures, techniques, and methodologies pertaining to Logistics Readiness. 2. Knowledge of the mission, roles, functions, organizational structures, and operation of DOD and Air Force organizations to provide intermediate level staff guidance and/or laws concerning the logistics and sustainment management process or initiatives. 3. Ability to plan, organize, and direct the functions and supervise, mentor, motivate, and appraise the staff of an organization through subordinate supervisors. 4. Ability to analyze, plan, and adjust work operations of subordinate organizational segments to meet program requirements and objectives within available resources. 5. Ability to communicate, both orally and in writing clearly, concisely, and with technical accuracy. 6. Skills in developing and implementing policies associated with installation deployment planning and executing. 7. Skills in assessing and improving installation deployment process in support of real world and exercise taskings. 8. Ability to implement enterprise-wide Air Force transportation policy, guidance and procedures at Air Force installations. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
