This position is located in the Department of Homeland Security (DHS), United States Coast Guard (USCG), Deputy Commandant for Operations (DCO), Director of International Affairs & Foreign Policy (DCO-I), Deputy Dir of International Affairs & Foreign Policy (DCO-I-D), Office of Security Cooperation (DCO-I-2).

Duties

You will serve as a Financial Management Specialist, responsible for the management and coordination of DCO-I’s budget and financial management efforts, especially for reimbursable funding.  This will include Budget and Spend Plan Build, Budget Execution, Funds Allocation, Funds Transfer, Interagency Agreements, and account reconciliation.  The position will also function as DCO-I’s advocate and representative of with Coast Guard's (CG) Finance Center and other CG Headquarters offices on budgetary matters. 

Requirements

  • U.S. Citizenship is required.
  • Males born after 12/31/1959 must be registered for Selective Service.
  • This position requires a National Agency Check with Inquiries (NACI).

Qualifications

To qualify at the GS-12 level, applicants must have one year of specialized experience equivalent to at least the GS-11 grade level in the federal service.  Specialized experience at this grade level may include:   Applicants MUST meet ALL of the conditions below.   Knowledge of financial data system and management operations. Planning and scheduling work of team member. Knowledge of budget and financial management practices, procedures, regulations and precedents, policies, and guides. Ability to communicate effectively on accounting, budgeting and fiscal management matters. Ability to communicate in writing.  National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. The Office of Personnel management (OPM) must authorize employment offers made to current or former political appointees.  If you are currently, or have been within the last 5 years, a political Schedule A, Schedule, C, Non-career SES or Presidential Appointee employee in the Executive Branch, you must disclose this information to the Human Resources Office.
