About the Position: This is a Procurement Analyst, GS-1102-12 position for the U.S. Army Corps of Engineers (USACE) Southwestern Division, Tulsa District, Tulsa, Oklahoma. A recruitment incentive may be offered. A relocation incentive will be offered depending on funding availability and management discretion. Permanent Change of Station (PCS) allowances may be authorized.

Duties

You will serve as a Procurement Analyst in the branch of the Contracting Division. You will Interpret higher-level contracting policy and directives to provide guidance and assistance to District contracting personnel. You will serve as subject matter expert and technical authority to conduct comprehensive reviews of District work products. You will participate on Source Selection Advisory Councils (SSACs) for complex procurements.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Financial Disclosure Statement (OGE-450) is required on assignment and annually.
  • Obtain and Maintain a current and valid state driver's license.
  • Position is a part of Army Acquisition, Technology and Logistics (AT and L) Workforce Position.
  • Position requires completion of Defense Acquisition Foundational certification/(DAWIIA) Level I certification prior to assignment/appointment.
  • Obtain and Maintain Defense Acquisition Practitioner certification/(DAWIA) Level II certification within 24 months of assignment/appointment.

In addition to meeting the specialized experience requirement above, to qualify for this position you must also meet the basic education requirement listed below: Education Basic Requirement for Procurement Analyst: Degree: Bachelor's degree (or higher degree) from an accredited educational institution authorized to grant baccalaureate degrees. OR Exemption: You are exempt from the education requirements above if (A) you are a current civilian employee in DoD who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000; OR (B) you are a current military member who occupied a similar occupational specialty to the GS (or equivalent)-1102 on or before September 30, 2000. ***NOTE: You MUST provide a copy of your transcripts with your application package or you will be rated ineligible.*** You will be evaluated on the basis of your level of competency in the following areas: Contracting/ProcurementOral CommunicationProcurement Analysis Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-11).
