The primary purpose of this position is to serve as senior legal advisor for all acquisition formation and administration issues. Support will include interpretation of statutory and regulatory requirements and precedents related to all contract law matters, and legal support to organizations within Air Force Life Cycle Management Center (AFLCMC)-Hanscom and their Program Executive Officers (PEOs).

Duties

1. Serves as chief legal counsel for designated Program Executive Office (PEO) acquisition programs. 2. Provides advocacy and negotiation skills. Participates in negotiations between the Government and contractors concerning legal issues which arise in contracting. 3. Reviews complex contractual documents for legal sufficiency and compliance with applicable laws, regulations and policy. 4. Examines legal issues raised by requests for formal opinions. 5. Communicates and coordinates legal advice with other attorneys and the offices of General Counsel at higher levels with the Air Force, as well as other Department of Defense agencies and other agencies of the Federal Government.

  • Incumbent is required to maintain Continuing Legal Education (CLE) currency as established by incumbent's bar

Qualifications

GENERAL REQUIREMENTS: You MUST have successfully completed a full course of study in a school of law accredited by the American Bar Association (ABA) and have the first professional law degree (LLB or JD). In addition, at the time of application, you must provide proof, dated within four months of application, of "active" status with a bar of the highest court of a State, U.S. commonwealth, U.S. territory, or the District of Columbia. Qualifications Required at GS-14 or GS-15 Level. General requirements set forth under paragraph A4.1. In addition, the attorney shall have professional legal experience in excess of three years that is commensurate with the duties and responsibilities of the position. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of law equivalent to graduation from an accredited law school and maintenance of a current license as an attorney and counselor at law in a state or territory of the United States or District of Columbia, including maintenance of Continuing Legal Education (CLE) currency as established by incumbent's bar. 2. Professional knowledge of federal acquisition law (including but not limited to Systems Acquisition; Research & Development; and Facilities contracting matters and the Fiscal, Taxation, Environmental, Anti-Trust, ethics, various civil law matters and Patents, Copyright, and Technical Data Rights aspects thereof). 3. Demonstrated skill in researching legal issues raised by requests for formal opinions, the analysis of complex factual situations in light of the results of such legal research and general legal principles, and the preparation of written legal opinions and fraud remedies plans based upon such research and analysis. 4. Proven skill in effectively communicating, both orally and in writing. 5. Proven skill in using negotiation techniques to protect the Government's position in major acquisition actions. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

Must be a graduate of a law school accredited by the American Bar Association, and be currently licensed as an attorney, in active (or equivalent) status and in good standing, with the bar of a U.S. state, territory, or commonwealth. The attorney must maintain such bar membership in at least one jurisdiction during the entire course of employment with the Air Force.
