About the Position: The 832nd Transportation Battalion, Southeast Atlantic Detachment (SEAD) is responsible for overseeing the movement of Military cargo and sustainment through the commercial port in Jacksonville, Florida as well as the SOUTHCOM Area of Responsibility (AOR). The SEAD is located on Blount Island in Jacksonville, Florida.

Duties

Plans, advises, and monitors the movement of cargo into, though, and from the ports in the area of responsibility (AOR). Provides operating and program transportation advice to government agencies and commercial companies to achieve the Battalion’s goals. Consults with SRTS contractor concerning manpower needed to support vessel and termination operations. Performs cargo stowage planning, overseeing/monitoring for the stowing and loading, planning and discharge of cargo including hazardous cargo aboard vessels. Participates in port operations in support of Joint Chief of Staff (JCS) exercises, contingencies, humanitarian aid, and emergency relief, among others for military cargo deploying/redeploying through military and commercial ports in the AOR. As the senior representative for the ship(s), reconciles any conflicting matters that may arise between government and contract personnel.

Requirements

  • This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment. A background investigation and credit check are required.
  • May be required to perform extended work days/weeks to conform to military schedules. Incumbent is subject to all at all times to meet emergency situations.
  • The duties of this position require the incumbent to possess or obtain and maintain a valid state Driver's License in one of the 50 U.S. states or possessions to operate vehicles.
  • This position has a Temporary Duty (TDY) or business travel requirement of 25% of the time.
  • This position has been designated as "Key" and shall not be vacated during a national emergency or mobilization as doing so would seriously impair the capability of the organization to function effectively.
  • If appointed as a Contract Officer Representative (COR), employee is required to (at a minimum) complete the following courses: CLC222, CLC106, and CLM003.
  • This position requires a pre-employment Financial Disclosure Statement OGE Form 450 and annually thereafter in accordance with DoD Directive 5500-7-R.
  • Appointment to this position is subject to a one year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315. While probationary the incumbent can be terminated with limited appeal rights.

This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-07). OR Education: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree with a major study in accounting, business administration, business or commercial law, commerce, economics, engineering, finance, industrial management, statistics, traffic management, transportation, motor mechanics, or other fields related to the position. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages.
