About the Position: The Army Contracting Command provides comprehensive acquisition, contracting, business advisory, production support, and depot-level maintenance services acquiring, fielding and sustaining for multiple Army commands. The NH-04 encompasses grades 14 & 15 on the General Schedule. This position has a control point.

Duties

Oversees and manages higher echelon policies, regulations, directives, public laws and procedures relative to acquisition and contracting. Develops and monitors the implementation of policies and procedures to promote and sustain efficient and effective competition. Conducts reviews and analysis of justifications and approval documents and acquisition planning documents for non-competitive acquisitions to ensure compliance with applicable laws and regulations. Overseas the overall planning, direction and timely execution of projects and work assignments. Overseas goals, objectives and execution of work assignments for subordinate personnel. Mentors/trains subordinates to develop skills/knowledge in the full range of functional responsibilities. Serves as a Senior Procurement Analyst ensuring contract documents are in compliance with all Federal, departmental and command acquisition laws, regulations and procedures. Manages the Contracting Officer, Grants Officer and Agreements Officer Warrants. Provides guidance, regulation interpretation and business advice to customer organizations on contractual matters such as method of procurement, type of contract, type of contractual provisions, etc. Develops ACC-NJ specific contract guidance and insure posting in the appropriate websites. Serves as the Contracting Center focal point for review and coordination of data calls and staff replies to the Department of the Army (DA), Army Materiel Command (AMC), Army Contracting Command Headquarters, and other organizations as applicable. Plans, directs, and implements internal and external Procurement Management Reviews (PMRs) as required by higher authorities.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • The position is Non-Critical Sensitive (2) requiring a Secret security clearance or the incumbent must be able to obtain and maintain a Secret clearance.
  • This position requires submission of a Financial Disclosure Statement, OGE-450, upon entering the position and annually thereafter.
  • The duties of this position require occasional temporary duty (TDY) travel.
  • Acquisition Back To Basics: This is an Army Acquisition, Logistics and Technology Workforce position. Selectee must meet position requirements for (Contracting Professional-C) certification within 36 months as of entrance on duty.
  • This position is Critical Acquisition Position. Incumbent must meet the requirements for CAP. Note: Acquisition Corps membership is no longer required for Critical Acquisition Positions (CAP) and requests for waivers will no longer be excepted.
  • This is a Critical Acquisition Position (CAP). This position requires a 3-year tenure agreement. Must sign DD Form 2888 (Critical Acquisition Position Service Agreement) and execute, as a condition of employment, a written tenure agreement.
  • Appointment to this position is subject to a one-year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315. While probationary the incumbent can be terminated with limited appeal rights.
  • This position is supervisory as defined by the Office of Personnel Management's (OPM) General Schedule Supervisory Guide (GSSG). A one year probation to assess your ability to perform supervisory duties is required unless previously completed.

Under the Defense Authorization Act, personnel management demonstration programs are operating in numerous Army activities and various other organizations supported by Army civilian personnel centers.
