The primary purpose of this position is to serve as a Program Manager for the Missile Alert Facilities Refueler (MAF-R). To establish an Alternate COR for the Defense Logistics Agency (DLA) fuels contract.

Duties

Establishes and executes a planned systematic approach of quality assurance for all areas of MAF-R fuel surveillance. Performs as the Contracting Officer Representative (COR) responsible for inspection, review, and verification of contractors' work efforts, reports, plans and invoices for the organization's contracts. Serves as the primary MAF-R fuel technical advisor within the organization on aircraft fueling, ground support fueling equipment and processes. Serves as the Office of Primary Responsibility (OPR) for group, wing, and base MAF-R policy, advising supervisors and employees on both general policy and specific matters. Instructs students through assigned blocks of instruction at basic and/or advanced levels of comprehension. Performs recurring assignments to identify, control or eliminate unsafe physical conditions, equipment and machine hazards, and risks in human performance that may cause injury to persons or damage to property.

  • The work requires the employee to drive a motor vehicle. An appropriate, valid driver’s license is required for the position.
  • Incumbent will be required to work with liquid fuel.
  • The physical requirements of this position as determined by the manager are: extended periods of walking, climbing, standing, or bending.
  • The employee must be able to obtain and maintain a Secret Security Clearance.
  • Incumbent is required to file an OGE Form 450, Confidential Financial Disclosure Report, upon appointment and will be required to file annually.
  • The employee may be required to obtain and maintain technical certifications or training as determined by the supervisor.
  • This is a Mission-Essential position performing a Mission-Critical-Function which must continue uninterrupted after the occurrence of an emergency and continued through full resumption of all functions.

Qualifications

In order to qualify, you must meet the experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Administrative and Management Positions for Quality Assurance Series, 1910. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. Examples of specialized experience includes extensive knowledge of fuel operations, regulations, publications, procedures, chemical servicing equipment, facilities and mission support requirements. Comprehensive knowledge of quality assurance methods, principles, and practices to plan, direct, and/or accomplish a variety or work assignments involving all facets of a quality assurance program. Knowledge of related equipment and supplies, including manufacturing and processing methods, testing and inspection techniques and procedures. Knowledge of operating policies and procedures and related functional/administrative activities such as procurement, engineering, production, and supply to effect appropriate interface/coordination of quality assurance plans and programs. OR EDUCATION: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M. This education was obtained in an accredited college or university. Major study is in quality assurance, statistics, mathematics, production management, industrial management, computer science, engineering, engineering technology, physical sciences, textiles, or other fields related to this position. OR COMBINATION OF EXPERIENCE AND EDUCATION: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%.NOTE: You must submit copies of your transcripts. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in­-grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of organizational goals and objectives; the sequence and timing of key operational events and milestones; methods of evaluating the effectiveness of planning actions related to actual events; and the relationship of the various command entities involved in overall program planning and execution of military operations and evaluations; including knowledge of acquisition process. Knowledge fuel distribution and storage tasks (i.e. petroleum products issue, receipt, store, transfer), and journeyman level knowledge of fuel distribution systems operations and maintenance. Skill in conducting briefings, meetings, and interviews with supervisors, employees, management officials, and contractor personnel to obtain specific and unique information about organization missions, functions, and work procedures. Ability to plan and execute quality assurance and contract officer representative rules, regulations, principles, methods, techniques, and practices to develop contract requirements, evaluate contractor performance, maintain documentation, and recommend program changes. Ability to communicate effectively, both orally, and in writing, to gain cooperation from others through tact, courtesy, and diplomacy. Ability to apply standard training techniques, methods, and materials sufficient to develop and present formal training and instructional sessions in the assigned crafts and trades areas (i.e. fuel distribution system operations and maintenance) including the ability to negotiate complex issues; and maintain good working relationships. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
