The primary purpose of this position, INVENTORY MANAGEMENT SPECIALIST, GS-2010-09, is to serve as an Inventory Manager for initiating, analyzing, and implementing item management/analyst concept in support of Depot maintenance, base and tenants.

Duties

Manages, directs, and controls the functions of Item Accounting, Requirements and Requisitioning. Manages maintenance requisition status and tracks supply system response. Participates in provisioning conferences when expertise is needed to negotiate demand levels, changes In work schedules, or other means of alleviating material problems and in coordination with shop technicians, engineering personnel, equipment specialists and contractor representatives. Manages the excess stock program controlling distribution or redistribution of stock. Exercises control over financial transactions and corrects errors impacting customer accounts.

Qualifications

Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.. SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-7, or equivalent in other pay systems. Examples of specialized experience includes: applying knowledge of systems, techniques, and underlying management concepts for determining, regulating, or controlling the level and flow of supplies from initial plan through acquisition, storage, issue, and utilization or disposal; work involved a number of processes such as (a) Requirements Determination - Planning for and determining current and future supply requirements to meet customer needs; (b) Material Distribution - Planning and determining the distribution and positioning of supplies among major supply stations, stock points, or using activities; (c) Procurement Authorization - Preparing recommendations and directives for the procurement of material, indicating the types of items, quantities, and at all times, the sources; and (d) Funds Management - Analyzing planned or scheduled material requirements and forecasts to determine categories and quantities of items, as well as funds required. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. OR EDUCATION: Successfully completed a master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related. NOTE: You must submit a copy of your transcripts. OR COMBINATION OF EXPERIENCE AND EDUCATION: An equivalent combination of successfully completed, qualifying education and experience may be used to meet total experience requirements. Specialized experience directly related to the work of the position may be used to meet the requirements of this position. Education in excess of a 1 full year of graduate level education and specialized experience directly related to the work of the position as outlined above that meets the requirements of the position. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-­grade requirements to be considered eligible. One year at the GS-7 level is required to meet the time-in-grade requirements for the GS-9 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of Standard Base Supply System (SBSS). 2. Knowledge of interfacing procurement and other wholesale legacy supply systems. 3. Knowledge of hazardous materials environment and bioenvironmental legal, regulatory, and procedural guidance. 4. Ability to analyze complex supply programmatic processes. 5. Ability to plan, organize and direct subordinate co-workers. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. WORK ENVIRONMENT: Most work is performed In an adequately lighted end climate controlled office. Occasional visits to storage, disposal and other industrial areas are required. As required, incumbent will accomplish temporary duty in the performance of officially assigned duties. May be required to use military or commercial transportation In the performance of temporary assignments. Subject lo 24-hour, no notice recall, non-normal duty hours, rotating shifts, extended workweek, and weekend and holiday duty during war or contingency operations or test alerts/exercises.
