The primary purpose of this position MANAGEMENT ANALYST, GS-0343-7/9 is to serve as a Management Analyst for the Branch organization. Incumbent is responsible for performing selected studies involving the review and analysis of a variety of administrative/clerical processes and procedures assigned to the branch organization.

Duties

Perform studies to review and evaluate the efficiency/effectiveness of various administrative/clerical processes and their interrelationships with the branch organizational structure. Apply qualitative and quantitative techniques such as publication search, task analysis, procedures charting, graphics, and calculation of statistical data in the review and analysis of a variety of processes and procedures for the creation of reports. Develop training packages, and provides training as required, as well as new/modified policies and procedures to ensure adherence to controlling policies and directives and to ensure the most efficient/effective practices are being followed. Assist the Directorate manpower analyst in the analysis and review of proposed realignments/reorganizations to determine their impact on current branch administrative or clerical operations, policies, and guidelines.

Qualifications

Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. . Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. TARGETED POSITIONS: This position is a developmental GS-07 Target GS-09 position. This position may be filled at any grade level. Individual selected may be promoted without further competition, upon meeting all legal and regulatory requirements. Starting salary indicated on this vacancy announcement is for the (GS-07). Attainment of knowledge, skills, and abilities is required before promotion to the next higher grade and is dependent on demonstrated ability to perform the duties of the next higher grade level, meeting all regulatory requirements, and recommendation for promotion by the supervisor. Promotion is neither implied nor guaranteed. Military Spouse candidates exercising their preference will be placed at the full performance level, if considered to be best qualified and selected. GS-07 SPECIALIZED EXPERIENCE: Applicant must have at least one year (52 weeks), or will have one year within 120 days of closing of this announcement, of specialized experience at the next lower grade (GS-5), or equivalent in other pay systems. Examples of specialized experience includes: Knowledge and skill in applying basic principles, concepts, and methodology used as a management analyst sufficient to perform moderately difficult assignments and/or the ability to learn the operation of automated data systems. OR EDUCATION: Applicant must have one full year of graduate level education or superior academic achievement. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-­grade requirements to be considered eligible. One year at the (GS-05) level is required to meet the time-in-grade requirements for the GS-07 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. Due to the use of 120-day rosters, applicants within 120 days of completion of TIG requirements are encouraged to apply. GS-09 SPECIALIZED EXPERIENCE: Applicant must have at least one year (52 weeks), or will have one year within 120 days of closing of this announcement, specialized experience at the next lower grade (GS-7), or equivalent in other pay systems. Examples of specialized experience includes: Applying conventional methods to gather, analyze and evaluate information concerning management processes, draw conclusions and recommend appropriate action; and skill in applying analytical and evaluative techniques to the identification, consideration, and resolution of issues or problems of a procedural or factual nature. OR EDUCATION: Applicant must have successfully completed a master's or equivalent graduate degree, or two full years of progressively higher level graduate education leading to such a degree, or LL.B. or J.D., if related. Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment.
