The primary purpose of this position is to serve as the Director and first level supervisor, providing planning, directing, organizing, and exercising control over nonsupervisory employees assigned to the Air Force Office of Energy Assurance (AF/OEA) and is responsible for delivering energy resiliency projects across AF installations.

Duties

1. Plans, organizes, and directs the activities of the Air Force of Energy Assurance, ensuring that all energy resilience activities comply with legal and regulatory requirements and meets customer needs. 2. Exercises supervisory personnel management responsibilities. 3. Represents AFCEC/OEA with a variety of installation and functional area of organizations. ' 4. Principal consultant for Air Force energy assurance programs and initiatives.

Qualifications

Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Group Coverage Qualification Standard for Administrative and Management positions. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-,14 or equivalent in other pay systems. Examples of specialized experience includes that I have or will have within 120 days of this announcement closing one year of specialized experience equivalent to at least the GS-14 level in the Federal service. Specialized experience includes working as an Energy Program Analyst or Energy Program Administrator and first level supervisor; while exercising control over nonsupervisory employees; experience in developing installation energy resilient solutions, possess the ability to direct, plan and organize all levels of employees and energy projects; with additional experience in collaborating with government offices at command, headquarters, and department levels; intricately interpret, analyze research and apply mandates related to energy initiatives, programs and strategies. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-­grade requirements to be considered eligible. One year at the GS-14 level is required to meet the time-in-grade requirements for the GS-15 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Mastery of AF business processes and knowledge of the AF Corporate Structure to effectively supervise and direct the AF Office of Energy Assurance and the associated planning, analysis, management, outreach and execution of enterprise wide energy programs. 2. Knowledge of a wide range of advanced energy industry concepts, principles, practices, standards, methods, techniques, materials, equipment. Knowledge of energy management, reduction, and optimization techniques, methods, regulations, goals, and policies and their application and use within Air Force installation and asset management, planning, operations, sustainment and acquisition processes. 3. Knowledge of safety and security regulations, practices, and procedures. 4. Ability to plan, organize, and direct the functions and staff of a small to medium sized organization. 5. Ability to analyze, plan, and adjust work operations of one or more organizational segments to meet program requirements and objectives within available resources. 6. Ability to communicate effectively, both orally and in writing. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
