The primary purpose of this position, MATERIAL DEMAND PLANNER GS-0301-9/11 is to serve as a material demand planner within the Pre- Production Section involved in performing long/mid range and Short term material planning for the repair, overhaul, manufacture, and modification of various complex weapon systems.

Duties

Develop Collaborative Demand Plan for Consumable Items. Evaluate and forecast the material requirements for a wide variety of commodities, aircraft, or missiles, etc. Assess material change/requirement identified during (BOM) reviews. Perform material study to accurately determine piece parts requirements and when they are needed in the repair process, to include parts obsolescence and interchangeable/substitutable. Maintain Communication Skills.

  • PHYSICAL DEMANDS: Duties involve some walking, bending and light lifting less than 25 pounds without assistance. Incumbent is also required to enter industrial areas and follow all safety requirements.
  • WORK ENVIRONMENT: The work environment involves everyday risks or discomforts which require normal safety precautions typical of such places as offices, meeting/training rooms, and in an industrial environment where eye and ear hazards may exist.

Qualifications

Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. TARGETED POSITIONS: This position is a developmental GS-09 Target GS-11 position. This position may be filled at any grade level. Individual selected may be promoted without further competition, upon meeting all legal and regulatory requirements. Starting salary indicated on this vacancy announcement is for the (GS-09). Attainment of knowledge, skills, and abilities is required before promotion to the next higher grade and is dependent on demonstrated ability to perform the duties of the next higher grade level, meeting all regulatory requirements, and recommendation for promotion by the supervisor. Promotion is neither implied nor guaranteed. Military Spouse candidates exercising their preference will be placed at the full performance level, if considered to be best qualified and selected. GS-09 SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-07, or equivalent in other pay systems. Examples of specialized experience includes requires expert knowledge of one or more specialized areas sufficient to apply new analytical developments, methodologies, and qualitative and/or quantitative methods for the assessment and improvements of program effectiveness and research findings to broad studies of an unprecedented nature. Advanced knowledge of research techniques and ability to obtain information concerning subject studies to perform sound analyses. OR EDUCATION: Applicant must have successfully completed a master's or equivalent graduate degree, or two full years of progressively higher-level graduate education leading to such a degree, or LL.B. or J.D., if related. OR COMBINATION OF EXPERIENCE AND EDUCATION: Applicant must have equivalent combinations of one full year of graduate level education or superior academic achievement and specialized experience directly related to the work of the position as outlined above that meets the requirements of the position. GS-11 SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. Examples of specialized experience includes skill in coordinating extensive projects in assigned areas of responsibility. Projects are characterized by high visibility, accuracy, or program criticality. Ability to Identify the significant variables and determine their underlying relationships; to apply analytical and evaluative methods and techniques to issues or studies concerning the productivity and effectiveness of program operations; applying root cause analysis and various problem-solving techniques for effecting corrective action on complex processes. OR EDUCATION: Applicant must have a Ph.D. or equivalent doctoral degree, or 3 full years of progressively higher level graduate education leading to such a degree, or LL.M., if related. OR COMBINATION OF EXPERIENCE AND EDUCATION: Applicant must have equivalent combinations of successfully completed a master's or equivalent graduate degree, or two full years of progressively higher-level graduate education leading to such a degree, or LL.B. or J.D., if related, and specialized experience directly related to the work of the position as outlined above that meets the requirements of the position. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-­grade requirements to be considered eligible. One year at the GS-07 level is required to meet the time-in-grade requirements for the GS-09 level. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. Due to the use of 120 day rosters, applicants within 120 days of completion of TIG requirements are encouraged to apply. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of a broad range of analysis techniques and possession of analytical and evaluative abilities/methods. Extensive knowledge of material management policies, principals, and practices; supply program relationships, inventory management principals, procedures, techniques, and practices. Knowledge of specialized methods and techniques to analyze an evaluate the effectiveness and efficiency of program and/or operations and skill in applying this knowledge to difficult and complex assignments; possess an in-depth knowledge of material management requirements in support of production workloads. Knowledge of automated material and production systems, structure, content, data bases, internal and external interfaces, and uses; repair facility work processes/methods; directives and technical data as it related to material functions. Ability to analyze current or projected operating programs to evaluate their actual or potential effectiveness in achieving objectives. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
