The primary purpose of this position is to supervise inmates engaged in the maintenance of grounds, lawn, trees, flowers, and shrubbery; and to perform a wide variety of gardening and grounds maintenance duties. This position requires the use of motor vehicles and grounds maintenance equipment.

Duties

- Supervises federal inmates to include planning, assigning and coordinating the work performed by the inmates who are engaged in a variety of grounds maintenance tasks such as mowing grass; pruning shrubs and trees; sodding, seeding and sprigging grass; planting and transporting trees and shrubs, etc. - Supervises and directs assigned inmates in performing grounds maintenance to trees, shrubs, plants, flowers, and lawns, taking into consideration the individual needs and/or characteristics. - Uses and maintains a variety of hand and power operated garden tools and equipment, such as seeders, spreaders, edgers, hedge trimmers, pruning shears, sprayers, spades, hoes, rakes, and mowers. - Drives one or more types of light trucks which typically have a gross vehicle weight (GVW) of up to 10,000 pounds, such as pickup trucks, panel trucks, flatbed trucks and carryalls to transport materials and equipment. - Utilizes safety practices and procedures following established safety rules and regulations and maintains a safe and clean work environment and complies with all policies, procedures outlined by the Federal Bureau of Prisons for Supervisors of inmates.

  • The work requires the employee to drive a motor vehicle. An appropriate, valid driver’s license is required for the position.

Qualifications

This is a TERM position NTE 21 DECEMBER 2027 In order to qualify, you must meet the quality level of experience requirements described in the Office of Personnel Management (OPM) Qualification Standards Handbook X-118C. QUALIFICATIONS: Applicants will be rated in accordance with the OPM Qualification Standard Handbook X-118C for the WG-5300 Industrial Equipment Maintenance Family. Although a specific length of time and experience is not required for most blue-collar positions, you must meet any screen-out element listed, and show through experience and training that you possess the quality level of knowledge and skill necessary to perform the duties of the position at the level for which you are applying. Qualification requirements emphasis is on the quality of experience, not necessarily the length of time. The screen out element for this position is the ability to do the work of the position without more than normal supervision. JOB ELEMENTS: Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of plants and gardening procedures routinely used in the local area to decide when and which method to use in seasonal gardening tasks, such as standard fertilizing practices, soil preparation, preparing seedbeds, transplanting, laying sod, aerating, pruning, trimming, and applying chemicals to different varieties of plants without causing damage; and regular and recurring seasonal maintenance practices sufficient to perform such duties as mowing grass, watering, trimming trees and shrubs, etc. 2. Knowledge of safety practices and procedures including traffic and safety regulations, practices, and procedures pertaining to motor vehicle and grounds maintenance equipment. 3. Knowledge of the uses of fertilizers, herbicides, and pesticides and the ability to train in their use. 4. Knowledge of troubleshooting, maintaining, and repairing various types of small engines to include 2 and 4 cycle gasoline powered mowers, tractors, chain saws, edgers, weed eaters and other gardening /lawn maintenance equipment. 5. Skill in using and maintaining hand and power tools, such as seeders, spreaders, edgers, hedge trimmers, pruning shears, sprayers, spades, hoes, rakes, and mowers. 6. Skill in operating one or more gasoline, diesel, or electric powered wheeled vehicles with a GVW of up to 10,000 pounds such as pickup trucks, panel trucks, flatbed trucks and carryalls; performing preventive maintenance on any vehicle operated; and handling and hauling cargo (while safeguarding and protecting the cargo). Knowledge of rules and regulations governing Federal Prison Bureau. Knowledge of mathematics to include addition, subtraction, multiplication, and division of whole numbers, fractions, and decimals. Ability to use and operate maintenance equipment, such as tractors and attachments, aerifiers, verticutters, lawn mowers, push mowers, greens mowers, riding mowers, and reel mowers. Ability to communicate both orally and in writing. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
