About the Position: This position is located at the NCO Leadership Center of Excellence (NCOL CoE) & Sergeants Major Academy (SGM-A) located at Fort Bliss, TX. The primary purpose of this position is to perform as the Field Studies Program (FSP) Manager for the International Military Student Office (IMSO), a one school site. The incumbent plans and executes the DOD mandated FSP for the Security Cooperation Education and Training Program (SCETP) for the IMSO.

Duties

Perform budget duties to include serving as Unit and Government Travel Card P.O.C. Speaking to groups on political, educational, economic and social structure of the U.S. Implement Department of Defense agency directives Provide a report on the analysis of the Field Studies Program to advise leadership on any changing protocol requirements.

Requirements

  • Position requires long periods of standing and walking in all weather conditions.
  • Position requires lifting of up to 50 lbs.
  • May be required to work weekends, extended workdays, holidays, and overtime.
  • Pre-employment physical required.
  • This is a drug testing position. The incumbent of this position shall be subject to periodic and random urinalysis drug testing as required by AR 600-85.
  • Incumbent is required to attend and successfully complete the Intermediate International Military Student Officer Course.
  • Work will also require stand-by or on-call tours of duty.
  • This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment.
  • Incumbent will be required to work extended workdays, long hours, be able to travel on TDY (up to 20%) and work on weekends. Work will also require stand-by or on-call tours of duty.
  • Incumbent must have a current valid state driver's license.
  • Must be able to operate a 15-passenger van.

Specialized Experience: One year of specialized experience which includes planning and executing a Department of Defense Program for International Military Students, arranging social functions, preparing presentations to be used for speaking engagements; Recruiting volunteer civilian and military sponsors for International military students and their dependents. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-07). OR Education: Master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as International Affairs, Foreign Affairs, etc. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages. You will be evaluated on the basis of your level of competency in the following areas: Budget AdministrationInterpersonal SkillsOral CommunicationTechnical Competence Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-07).
