The primary purpose of this position is to serve as an Information Technology (IT) Information Assurance (IA) Specialist with responsibility for managing all organizational classified and unclassified data systems, including all aspects of information security required to process and transmit information.

Duties

Serves as an Information Assurance Officer. Manages the Computer Security Program. Responsible for the System Security Engineering Management (SSEM) and Program Protection Planning (PPP) of highly classified Special Access Programs (SAPs). As an IA Specialist, participates in management discussions, meetings, committees, or special projects.

Qualifications

Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Information Technology (IT) Management Series, 2210 (Alternative A). Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT: Experience must be IT related; the experience may be demonstrated by paid or unpaid experience and/or completion of specific, intensive training (for example, IT certification), as appropriate. Individuals must have IT-related experience demonstrating each of the four competencies listed below, as well as the Specialized Experience listed below. Attention to Detail - Is thorough when performing work and conscientious about attending to detail. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes serving as an Information Assurance Officer server administrator managing organizational classified and unclassified data systems including the planning, analysis, acquirement, design, development, implementation, quality assurance, configuration, installation, integration, maintenance testing, and operational integrity; Managing computer security programs; Participates in management discussions, meetings, committees, or special projects. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-­grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of a full range of network systems (LAN/WAN) and software design principles, methodologies, and approaches used in developing, testing, installing, operating, managing, and maintaining services that support functional requirements. 2. Knowledge of the network architecture, security requirements, interrelationships, operating modes, configuration, topology, and protocols typically found at the base level. 3. Knowledge of network operating and maintenance concepts and methods to troubleshoot network problems. 4. Significant knowledge of security policies, procedures, and directives in support of Special Access Programs, and knowledge of complex configuration management techniques and requirements appropriate to managing both classified and unclassified systems. 5. Skill in written and oral communications to prepare written guidance and decisions, to explain, and/or defend decisions to other AF staff agencies. 6. Skill in gathering, assembling, and compiling data, evaluating information, drawing conclusions, devising solutions, and preparing quantitative and narrative reports for a variety of offices and agencies; establishing and maintaining records; and managing resources to enhance accomplishment of program goals and mission. 7. Ability to gather facts and use effective analytical and evaluative methods to assess information, plan the sequence of actions necessary, make sound decisions, and solve a variety of network problems; and to analyze component interrelationships and evaluate network systems and computer applications from a security and operational perspective. 8. Ability to maintain an up-to-date awareness of technological advances and predict how management can meet future requirements to include protection from the latest threats and advancement to information systems. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
