The primary purpose of this position is to provide and maintain fitness, sports and recreational facilities and programs for base military and other authorized personnel. Serves as the principal assistant to the Sports Director.

Duties

Serves as the lead assistant to the Sports Director for all special events hosted by the Fitness and Sports Center and when installation is assigned as host base, agency or inter-service level training camps and/or tournaments and all Intramural Sporting events. Assists with preparation of appropriated and non-appropriated fund budgets including the manpower and financial expenditures required to conduct the sports program for each fiscal year. Overseas appropriated fund contracts and serves as liaison between the fitness and sports office and the official contract holder. Serves as alternate sport training monitor.

Qualifications

Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Technical and Medical Support Positions. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT: Specialized Experience (for positions at GS-4 and above) Examples of qualifying specialized experience include: Group leader, counselor, or similar work in public and private recreation programs for adults or children such as summer camps, local playgrounds, YWCA and YMCA clubs, Boy Scouts and Girl Scouts, urban community centers, or resort recreational activities. Teacher's aid in elementary school recreation or physical education program, with emphasis on development of general recreational skills and abilities. Aid or assistant assignments in recreation while on active military service. Aid or assistant in the organization and administration of recreation activities, such as preparing activities calendars, maintaining attendance records, and providing information concerning schedules and activities. Summer aid in a State or national park, with duties related to the recreational activities of visitors to campsites, trails, picnic areas, nature and raft centers, and boating and fishing areas (e.g., demonstrating camping techniques and park safety, conducting nature tours, and overseeing farm animal areas provided for children). Sales or stock clerk in a recreation supplies and equipment shop. Aid or assistant in the issuance of authorized property, and in the maintenance of inventory control and accountability for such property in a recreation facility. Aid or assistant in a hotel or resort recreation service, with duties such as setting up areas for games, tournaments, and other organized group recreational activities. OR Education and Training For GS-5: Successful completion of a 4-year course of study leading to a bachelor's degree with major study or at least 24 semester hours in courses related to recreation or physical education. NOTE: Graduate education or an internship meets the specialized experience required above GS-5 only in those instances where it is directly related to the work of the position. One full year of graduate education meets the requirements for GS-7. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-05, or equivalent in other pay systems. Examples of specialized experience includes applying basic concepts of sports and fitness special programs to provide operational support. Assisting management with planning and organizing fitness centers, sports programs, and activities. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. OR EDUCATION: 4-year course of study above high school leading to a bachelor's degree with courses related to the occupation. NOTE: You must submit copies of your official transcripts. OR COMBINATION OF EXPERIENCE AND EDUCATION: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-­grade requirements to be considered eligible. One year at the GS-05 level is required to meet the time-in-grade requirements for the GS-05 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1.Thorough working knowledge in organization of sports and recreation programs gained through specialized training and personal experience and the ability to implement standards and principles in designing and managing sports programs. 2. Extensive knowledge of a large body of rules and techniques sufficient to conduct a comprehensive sports program to include organizing, monitoring, and evaluating sports and fitness programs and the personnel who support the activities is required. 3. Ability and skill to communicate effectively both orally and in writing/presentations. 4. Ability and skill to observe, evaluate and recognize potential problems and resolve conflicts in a timely manner. 5. Knowledge, ability and skills neccessary to provide timely instructions to others working in support of sports and special event activities. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
