Duties

Plans, organizes, and directs the activities of Joint Nuclear Operations Center, ensuring that NC3 Operations Division complies with legal and regulatory requirements and meets customer needs. Develops goals and objectives that integrate organization and Air Force Nuclear Command, Control, and Communications (NC3) mission objectives. Researches, interprets, analyzes and applies Chairman of the Joint Chiefs of Staff (CJCS) instructions and Emergency Action Procedures, Combatant Command (CCMD) instructions, Operation Plans, and Operation Orders. Establishes policies and procedures for accomplishment of the operational status of the USAF NC3 AN/USQ-225 weapon system for the JFACC, J-GSOC. Exercises supervisory personnel management responsibilities. Advises and provides counsel to employees regarding policies, procedures, and directives of management. Selects or recommends selection of candidates for vacancies, promotions, details, and reassignment in consideration of skills, qualifications, and mission requirements. Develops, modifies, and/or interprets performance standards. Explains performance expectations to employees and provides regular feedback on strengths and weaknesses. Represents (the organization) with a variety of installation and functional area organizations. Establishes, develops, and maintains effective working relationships with bomb, missile, and tanker wing command posts, Intercontinental Ballistic Missile (ICBM) Maintenance Operation Centers, High Frequency Global Communications System stations, etc. Meets with key customer and coordinating officials to assess customer satisfaction, explain organization policy and procedures, and resolve problems that arise. Provides or ensures that subordinates provide customer guidance and training. Participates in special projects and initiatives and performs special assignments. Identifies the need for special projects and initiates milestones and goals. Manages Air Force Nuclear Command, Control, and Communications (NC3) Operations Reporting. Supervises the administrative and programmatic aspects of Air Force Communications Spot (COMSPOT) reports and Strategic Automated Command and Control System Trouble Monitor Reports (STMR). Evaluates and advises on outages and degradations impacting Air Force NC3 AN/USQ-225 Weapon System operational baseline constituent systems within dedicated nomenclated and non-nomenclated Configuration Elements and Configuration Element Versions for selected Air Force weapon systems tasked to establish and maintain communications associated with nuclear and national strategic operations. Oversees and approves presentations and documentation relative to NC3 operational reporting data and information for senior decision-makers. Oversees development, preparation, and delivers a variety of oral and written presentations i.e., briefings, memorandums, position papers, charts, slides, background papers, etc. related to the operational status of the USAF NC3 AN/USQ-225 weapon system for the JFACC, J-GSOC Commander, CCMD liaisons, USAF MAJCOM representatives, Numbered Air Force Commanders, other Flag/General Officers, and senior executive service leaders as required by AFGSC and J-GSOC Command staff battle rhythms. Leads research and assesses operational impact, assigns Commander Critical Information Requirements, and initiates notification of higher level management in the event of an NC3 outage and/or degradation that precludes a weapon system or network from satisfying a specified critical function and/or activity. Directs mission knowledge, information, and situational awareness processes and systems for the United States Air Force and Major Command Headquarters as well as operational strategic units. Orchestrates detailed analysis of the USSTRATCOM GADSS database and coordination with USAF Major Command (MAJCOM) directorates implements state-of-the art techniques and technology to develop and maintain classified near-real time senior leadership dashboards. Analyzes, devises, and communicates operational impacts resulting from NC3 outages and/or degradations effecting Air Force NC3 AN/USQ-225 Weapon System operational baseline constituent systems such as but not limited to the following terminal types: Single Channel-Anti-Jam Man-Portable, Minuteman Minimum Essential Emergency Communications Network, Dual Modem Upgrade-II, Strategic Automated Command and Control System, and High Frequency commodity radios.

  • Employee will be required to work extended and other than normal duty hours including evenings, weekends, holidays, overtime, and/or 12-hour shifts
  • Nuclear Command and Control (C2), Nuclear Command, Control, and Communications (NC3), especially Commander Center, Watch Officer, and/or Wing Command Post experience highly desirable

  • Key Position - Position is designated as a key position IAW AFI 36-507. Duties of this position are essential to the accomplishment of wartime/contingency operations
  • Incumbents of key positions must be removed from military recall status if alternatives for filling of position during an emergency are not available
  • Position is designated by the Air Force as a testing designated position under the civilian drug testing program. It is mandatory for incumbent to refrain from the use of illegal drugs and misuse of prescription medication
  • If requested, incumbent must submit to urinalysis testing
  • Work will require Temporary Duty (TDY) travel away from the normal duty station
  • A one (1) year supervisory probationary period is required if applicant selected has not previously met this requirement.

Qualifications

In order to qualify, you must meet the specialize experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, for Administrative and Management Positions. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes knowledge of Communications Spot reports, Strategic Automated Command and Control System Trouble Monitor Reports, and Communications Status reports; knowledge of the AF NC3 Weapon System operational baseline constituent systems and external dependencies and relationships to nomenclated and non-nomenclated Configuration Elements and Configuration Element Versions; knowledge of Advanced Extremely High Frequency, Extremely High Frequency, and Ultra High Frequency Milstar networks, High Frequency Global Communications System, Emergency Action Telephone System, and Strategic Automated Command and Control System architecture, and knowledge of Survivable Mobile Command Centers, Intercontinental Ballistic Missile Launch Control Centers, Wing Command Posts, Mobile Support Teams, High Frequency Global Communications System, and Strategic Automated Command and Control System Operations mission sets. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in­-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of Communications Spot reports, Strategic Automated Command and Control System Trouble Monitor Reports, and Communications Status reports. Knowledge of Advanced Extremely High Frequency, Extremely High Frequency, and Ultra High Frequency Milstar networks, High Frequency Global Communications System, STRATCOM Emergency Action Telephone System, and Strategic Automated Command and Control System architecture. Knowledge of Survivable Mobile Command Centers, Intercontinental Ballistic Missile Launch Control Centers, Wing Command Posts, Mobile Support Teams, High Frequency Global Communications System, and Strategic Automated Command and Control System Operations mission sets. 3. Ability to use Non-classified Internet Protocol Router Network email, Secret Internet Protocol Router Network email, Defense Collaboration Service Synchronous TransVerse Chat Reporting Tool, secure voice devices, SharePoint, and USSTRATCOM's Global Information Grid Area of Responsibility Decision Support System and Mission Assurance Support System. Ability to plan and organize studies or projects and to negotiate effectively with management to accept and implement recommendations, where proposals involve substantial resources, and require extensive changes in established concepts and procedures. 4. Ability to communicate effectively both orally and in writing; negotiate complex issues; and maintain good working relationships. 5. Knowledge of safety and security regulations, practices, and procedures. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
