The primary purpose of this position is to provide advisory support for office personnel who exercise centralized management control of proposed and ongoing service contracts for assigned maintenance production groups and wing staff offices.

Duties

1. Serves as administrator and focal point for overall accomplishment of service contracts for office personnel who provide management control for service contract requirements and associated acquisition documentation. 2. Monitors and manages the Contract Oversight Program. 3. Plans, organizes, and manages the contract renewal workload to ensure annual and option year contracts are renewed in a timely manner to avoid breaks in contracted services. 4. Represents office personnel in dealings with the supervisor for the purpose of obtaining resources and securing needed information or decisions from the supervisor on major work problems without precedence and issues that arise.

Qualifications

Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management positions. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes ?????providing contract support, requirement development and review, program oversight, contract administration, quality assurance techniques, and the acquisition process. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-­grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of Federal Acquisition laws, regulations, policies and procedures pertaining to contract services, to include requirement development, acquisition processes and procedures, contract administration, and quality assurance techniques. 2. Knowledge of government and private industry policies and practices related to business management, industrial management, financial systems, technical concepts, and production practices. 3. Knowledge of the missions, roles, functions, organizational structures, and operation of the Department of Defense, Air Force, and other entities that govern, interface with, and/or influence management control of proposed and ongoing service contracts. 4. Ability to lead a team and/or individual members of a team ensuring the organizations strategic plan, mission, vision and values are communicates to the team and integrated into the teams' strategies, goals, objectives, work plans, work products and services. 5. Ability to communicate effectively, both orally and in writing, clearly, concisely, with technical accuracy and to use computers and a variety of software programs and databases. 6. Ability to establish and maintain good relationships with individuals and groups within the office as well as outside the immediate work unit and to be persuasive in representing the best interests of the government when dealing with personnel with highly divergent points of view. 7. Ability to plan, organize, analyze problems, conduct research, summarize results, make appropriate recommendations, and manage critical aspects of service contract requirements as related to the assigned functional area and meet deadlines. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
