About the Position: Serves as the Education and Training Program Manager of the MEDCoE's Civilian Life Long Learning (CL3) Program

Duties

Responsible for tracking and monitoring full range of training to ensure compliance with the Departments of Defense and Army training requirements for civil servants. Develop courses of instruction which consist of seminars, workshops, refresher courses that aid in the career and self-development of the employee. Ensure all civilian faculty and staff members maintain and are in compliance with required annual Individual Development Program requirements. Use professional knowledge of education and training theory, principles, and techniques to evaluate staff development request and determine needs analysis to implement the education and training related program. Assist with the management of the Digital Training Management System (DTMS).

Requirements

  • The work is primarily sedentary, although some slight physical effort may be required.
  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Incumbent must obtain and maintain a secret security clearance.
  • This position requires that the employee occasionally travel away from the normal duty station up to 5% of the time.

Specialized Experience: One year of specialized experience serving as Education and Training Program Manager; conducting in-depth research in employee training and professional development; overseeing designated Civilian training programs and related support services; managing functional training for civilian personnel and planning/coordinating on a variety of civilian education and training products. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09). OR Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree with a major study in education or a subject area related to the position to be filled, such as, Learning and Education Studies, Teaching and Learning, Learning and Development, Training and Development, Education and Training, Organizational Leadership and Learning, etc. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. You will be evaluated on the basis of your level of competency in the following areas: Education / Training Program AdministrationLearning and Program EvaluationTraining Program EvaluationWritten Communication Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-09).
