The primary purpose of this position is to provide technical advice and assistance on a variety of construction projects involving new construction as well as changes and repairs to existing facilities; to provide liaison monitorship for construction projects to accomplish final acceptance inspections of completed construction. Duties

Responsible for a wide range of projects (which range from single element projects to large multi-component projects) which involve maintenance, repair, modification, and new construction of real property. Inspects construction of every delivery order to ensure methodology, standards and specifications for construction are being adhered to by the contractor. Competes and maintains facility project folders during all phases of development, design, and construction. Documents include construction permits, communication support request, partial payment requests, and submittals. Prepares construction specifications and budget and final cost estimates, and provides related technician services as required in the justification, programming, and designs for construction, modification, alteration, and maintenance of base facilities. Manages and inspects construction projects to ensure methodology, standards, and specifications for construction are being adhered to by the contractor. Processes change orders and modification through the lead engineer and contracting for the contractor to effect. Keeps abreast of emerging technologies to ensure programmed development will not prematurely become obsolete.

  • May be called upon to brief commanders and other interested parties on project status and provide presentations and reports during any or all phases of projects.
  • Work may occasionally require travel away from the normal duty station.
  • May be required to possess a valid driver's license to travel between office, job sites. and other activities in performance of assigned duties.
  • Provides technical guidance to lower graded employers as required, to advise on the prescribed procedures, practices, and methods to be followed in assuring that contract criteria is met.
  • May be required to work in restricted areas.
  • This is a drug testing designated position. The incumbent is subject to random testing for drug use. This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Testing Program. (Continued)

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Technical and Medical Support Positions, Engineering Technical Series 0802. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-10, or equivalent in other pay systems. Examples of specialized experience includes knowledge of a variety of trades involved in construction (structural, electrical, pavements, etc.); knowledge of computers and experience in solving engineering calculations, and other mathematical computations, and developing reports and presentations using PowerPoint, Excel, and other work processing computer software; ability to monitor large construction projects, including project folders; reviews and revises plan, specifications and estimates to new construction or modification or existing structures. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-10 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of a variety of trades involved in construction (structural, electrical, pavements, etc.) is required. Knowledge of computers and experience in solving engineering calculations, and other mathematical computations, and developing reports and presentations using PowerPoint, Excel, and other work processing computer software. Ability to monitor large construction projects, including project folders, to a successful and timely completion is required. Knowledge of engineering concepts and practices, applicable to construction, sufficient to determine adequacy of construction methods, cost, equipment, materials, and quality of workmanship. Knowledge of symbols, terminology, and accepted standards used in engineering drawings. Ability to research and apply standard engineering formulas to calculate design specifications. appropriate material, and cost of construction. Ability to communicate effectively both orally and in writing. Skill in using negotiation or persuasive abilities for resolving areas of disagreement between the contractor and customer. Knowledge of inspection practices and procedures. Knowledge of federal acquisition regulation & sufficient to verify procedural adequacy of contract administration activities which may result in contract claim disputes. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
