Duties

If selected for this position, you will serve as a Contracting Specialist for the United States Attorney's Office. Typical work duties include the following: Developing and maintaining familiarity with Government contracting procedures, business practices, the Federal Acquisition Regulations (FAR) and other regulations, policies, and procedures. Reviewing requisitions and determines appropriate contract type, competition requirements, contract vehicle and applicable FAR authorities. Performing pre-award and post-award work on a variety of contract actions. Developing and documenting acquisition strategy for procuring supplies and services that may require a variety of specialized handling provisions, terms, and conditions. Preparing all solicitation documents necessary to support a variety of contract actions. Performing cost and price analysis, preparing contracts, and executing award documents. Preparing statements of work (SOW) and resolving non-complex problems in the pre-award and post-award phases. Reviewing technical and cost evaluation reports for accuracy and completeness. Monitoring contractual milestones. Responsibilities will increase and assignments will become more complex as your training and experience progress.

  • Initial appointment is conditioned upon a satisfactory pre-employment adjudication. This includes fingerprint, credit and tax checks, and drug testing. Continued employment is subject to a favorable adjudication of a background investigation.

  • Time-in-Grade: Federal employees must meet time-in-grade requirements within 30 days after the closing date of this announcement.

Qualifications

To be QUALIFIED for this position, you must meet BOTH the basic requirements and the minimum qualifications. Your education and experience will be evaluated against all qualification requirements (basic and any additional requirements) listed below.BASIC REQUIREMENTS: Applicants must have one (1) of the following: A four (4) year course of study leading to a Bachelor's Degree in any field of study from an accredited college or university; OR At least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management from an accredited college or university. OR Exceptions: Employees in GS-1102 positions will be considered to have met the standard for positions they occupy on January 1, 2000. Employees who occupy GS-1102 positions at grades 5 through 12 will be considered to meet the basic requirements for other GS-1102 positions up to and including those classified at GS-12. This includes positions at other agencies and promotions up through grade 12. However, employees must meet specialized experience requirements when seeking another position. ** You must submit your transcripts (unofficial or official) to be considered for this position. Failure to submit your transcripts may result in disqualification for this position. **** In addition to meeting the Basic Qualification Requirements as described above, applicants must also meet specialized experience as defined below. ** MINIMUM QUALIFICATION GS-11: To be eligible at the GS-11 grade level, you must have: 1 year of specialized experience equivalent to the GS-09 grade level; or education; or a combination of specialized experience and education as explained below. Specialized Experience for this grade level is defined as: developing and documenting acquisition strategies; negotiating and awarding contracts and contract modifications; developing terms and conditions of contracts; performing all pre- and post-award functions; monitoring contractor's performance; performing contract terminations; interpreting procurement policies and procedures; analyzing a variety of reports concerning the status of funds, expenses, and obligations. OR Education: You must have 3 full academic years of progressively higher level graduate education or PhD. or equivalent doctoral degree in one or a combination of the following fields: Accounting, Business, Finance, Law, Contracts, Purchasing, Economics, Industrial Management, Marketing, Quantitative Methods, or Organization and Management. Education at the graduate level must be in an accredited college or university and must demonstrate the knowledge, skills, and abilities necessary to perform the duties of the position. OR Combination of Education and Experience: Combinations of successfully completed graduate education and experience may be used to meet total qualification requirements. Only graduate education in excess of the first two years may be used to meet total qualification requirements. GS-12: To be eligible at the GS-12 level, you must meet Specialized Experience as defined below: Specialized Experience: You must have one full year of specialized experience equivalent to the GS-11 level in the Federal service. Specialized experience is defined as performing and leading contracting specialist with the development of all aspects for pre- and post-award functions, including price/cost analysis, negotiation, and administration for services, materials, and equipment; using solicitation methods or a combination of methods identified in the Federal Acquisition Regulation (FAR) to implement regulations, processes and procedures; developing, preparing and overseeing Statements of Work (SOW) or Objectives (SOO) involving specialized equipment, professional or technical services; reviewing and analyzing requests for procurement of off -the-shelf, items that are manufactured to order, specialized services, expert witness, litigative consultant services, construction, Information Technology (IT) and complex equipment and services; preparing solicitation documents and incorporating specific provisions; analyzing proposals for conformance with the solicitation; conducting extensive negotiations before and/or after contract award; negotiating with potential contractors; awarding contracts within delegated contracting officer authority; and/or administering complex contracts .*** Must be able to attain and retain at least a level 1 (one) Federal Acquisition Certification in Contracting (FAC-C) as a federal contracting professional. FAC-C has specific training requirements with some courses online as well as classroom courses. To maintain a FAC-C, contract professionals are required to meet the continuous training requirement.*** Interagency Career Transition Assistance Plan (ICTAP)- The ICTAP provides eligible displaced Federal competitive service employees with selection priority over other candidates for competitive service vacancies.
