The Director, Office of Tribal Justice serves as the principal liaison for federally recognized tribal governments and tribal organizations. In this capacity, the Director provides executive level program and legal policy advice to the Attorney General, focusing on the treaty and trust relationship between the United States and Indian tribes.

The Director, Office of Tribal Justice serves as the principal liaison for federally recognized tribal governments and tribal organizations. In this capacity, the Director provides executive level program and legal policy advice to the Attorney General, focusing on the treaty and trust relationship between the United States and Indian tribes. Specifically, the Director will: 1. Coordinate the Department's activities, policies, and positions related to Federally-recognized Indian Tribes, with a particular emphasis on the treaty and trust relationship. 2. Collaborate with Federal and other government agencies to establish consistent, informed government-wide policies, operations, and initiatives concerning Indian Tribes. 3. Act as a clearinghouse for coordination within the Department on Federal Indian law issues and collaborate with other Federal agencies on policy development or Federal litigation positions involving Indians and Indian Tribes. 4. Ensure each component of the Department has an accountable process for meaningful and timely consultation with tribal leaders in the development of regulatory policies and other actions affecting the trust responsibility of the United States. 5. Represent the Department and/or OTJ in discussions with legal scholars, expert practitioners, and educational institutions on the interpretation of federal Indian law and policy. 6. Serve as the official responsible for implementing the Department's Tribal consultation policy and certify compliance with Executive Order 13175 to the Office of Management and Budget. 7. Represent the Department and/or OTJ in inter- and intra-agency committees, working groups, national conferences, and regional meetings. Assign personnel as liaisons to other Federal agencies, DOJ components, Tribes, and Tribal organizations, maintaining awareness of issues impacting Federally recognized Tribes.

MANDATORY TECHNICAL QUALIFICATIONS (MTQ's): We recommend that your resume emphasize your level of responsibilities, the scope and complexity of the programs managed, and your program accomplishments, including the results of your actions. You will be evaluated to determine if you meet the minimum qualifications required of the position and on the extent your application demonstrates that you possess the knowledge, skills, and abilities required of the position. Please be sure to give concrete examples of your experience and demonstrate the complexity of the knowledge you possess. MTQ 1 - Demonstrated experience and expertise in interpreting Federal Indian law. This includes examples of communicating, negotiating, and advocating with diverse clients in the provision of legal advice to a varied audience (i.e., senior levels within a federal agency or large organization, subordinate managers, Federal agencies, and other stakeholders) on legal matters related to Federally recognized Indian tribes. MTQ 2 - Demonstrates management experience overseeing a legal team to include planning, developing, administering, and directing an organization, including managing policy development activities, overall responsibility for short- and long-range program planning, overseeing strategic and tactical planning activities, and allocation of human and material resources, development of operational guidelines and policies, and creation of new methods and measures to solve complex management problems. Additionally, your demonstrated leadership ability and the evidence of the Executive Core Qualifications (ECQs) must be clearly shown in your resume. A separate narrative statement will not be accepted. Note: Applicants who have completed the SES Candidate Development Program (CDP) and have had their ECQs certified by OPM must provide a copy of their certificate as part of their application. Candidates must still satisfy the MTQs of the position. ECQ1 - LEADING CHANGE. This core qualification involves the ability to bring about strategic change, both within and outside the organization, to meet organizational goals. Inherent to this ECQ is the ability to establish an organizational vision and to implement it in a continuously changing environment. ECQ2 - LEADING PEOPLE. This core qualification involves the ability to lead people toward meeting the organization's vision, mission, and goals. Inherent to this ECQ is the ability to provide an inclusive workplace that fosters the development of others, facilitates cooperation and teamwork, and supports constructive resolution of conflicts. ECQ3 - RESULTS DRIVEN. This core qualification involves the ability to meet organizational goals. Inherent to this ECQ is the ability to make decisions that produce high-quality results by applying technical knowledge, analyzing problems, and calculating risks. ECQ4 - BUSINESS ACUMEN. This core qualification involves the ability to manage human, financial, and information resources strategically. ECQ5 - BUILDING COALITIONS. This core qualification involves the ability to build coalitions internally and with other Federal agencies, State and local governments, nonprofit and private sector organizations, foreign governments, or international organizations to achieve common goals. Education

Applicants must possess a J.D. degree from a law school accredited by the American Bar Association, have at least 5 years of relevant post-J.D. experience, and be an active member of the bar in good standing in a state, U.S. territory, the District of Columbia, or the Commonwealth of Puerto Rico.
