The primary purpose of this position is to serve as an Environmental Protection Specialist in a developmental capacity, performing assignments designed to further develop applicable analytical and evaluative skills and techniques. This is a developmental position. All training must be completed and regulatory requirements met prior to promotion.

Duties

Administers one or more environmental programs by planning, developing, organizing, evaluating and coordinating the program(s). Reviews plans, specifications, and cost estimates for a variety of projects for procurement by contract or inhouse in support of environmental programs. Represents the Installation at meetings, conferences, panels, and committees comprised of representatives from regulatory agencies, other government agencies, and commercial organizations. Manages internal environmental inspections. Assists installation environmental program managers in the performance of their duties.

This position may be filled at any grade level. Attainment of knowledge, skills, and abilities is required before promotion to the next higher grade and is dependent on demonstrated ability to perform the duties of the next higher grade level, meeting all regulatory requirements, and recommendation for promotion by the supervisor. Promotion is neither implied nor guaranteed. In order to qualify, you must meet the education and/or experience requirements described below. SPECIALIZED EXPERIENCE GS-09: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-07, or equivalent in other pay systems. Examples of specialized experience includes assisting with oversight and coordination of the administrative, financial, and technical aspects of environmental compliance and conservation programs, and provide direct mission support to installation host and tenant organizations. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. OR EDUCATION: Master's or equivalent graduate degree, or 2 full years of progressively higher level graduate education leading to such a degree OR COMBINATION OF EXPERIENCE AND EDUCATION: Combination of education and experience that qualify for this position which computed percentage requirements is at least 100%. NOTE: You must submit a copy of official transcripts. SPECIALIZED EXPERIENCE GS-11: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. Examples of specialized experience includes overseeing one or more environmental programs, collecting, compiling and analyzing data and interpreting guidance, disseminating information, evaluating and providing specific direction on proper accumulation, control and management of hazardous materials/wastes and recommended changes or adjustments to ensure requirements are effectively supported. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. OR EDUCATION: a Ph.D. or equivalent doctoral degree, or 3 full years of progressively higher level graduate education leading to such a degree, that demonstrate the knowledge, skills, and abilities necessary to do the work. OR COMBINATION OF EXPERIENCE AND EDUCATION: Combination of education and experience that qualify for this position which computed percentage requirements is at least 100%. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-­grade requirements to be considered eligible. One year at the GS-07 level is required to meet the time-in-grade requirements for the GS-09 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Broad knowledge of environmental protection principles, practices, techniques, procedures, laws, regulations, and current legislative issues to effectively perform project development, execution, training, and advisory services on assigned projects. 2. Knowledge to identify and troubleshoot environmental problems requiring investigation of non-compliant or questionable conditions in assigned projects, and recommend solutions; and ability to plan, prioritize, and organize work to meet deadlines. 3. Knowledge of general industrial and construction processes, methods, practices, techniques, materials, and equipment. 4. Skill in conducting environmental compliance inspections. 5. Ability to establish effective working relationships with others, and work cooperatively as a member of a team. 6. Ability to communicate effectively, both orally and in writing, clearly, concisely, and with technical accuracy. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social).
