Duties

Provides complex operational weather support to Air Force, Army, Navy, Marine Corps, Reserve, Guard, and other DoD customers. Identifies, evaluates, and monitors significant weather developments, especially as they present potential impacts on critical flight/test operations. Provides technical guidance and instructions to lower graded technical employees, or airmen. Provides Mission Execution Forecasts for local, transient, and other supported aircrews in person, by telephone, or via computer. Observes, encodes, records, disseminates, and evaluates weather observations.

Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT: In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: https://www.opm.gov/policy-data-oversight/classification-qualifications/general-schedule-qualification-standards/1300/meteorological-technician-series-1341/ SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year or will have one year within 120 days of closing of this announcement, at the next lower grade GS-08, or equivalent in other pay systems. Examples of specialized experience includes specialized experience includes meteorological methods, techniques, and practices, including weather observing, forecasting, communications, meteorological equipment and support procedures in determining how local conditions and reports and observations from various sources affect weather forecasts, the extent of change, and whether to take action to protect life and property; data collection, verification, information dissemination, observation, and forecasting services and systems; weather briefings. OR EDUCATION: Two full years of graduate education or a master's degree in a related degree program meets the requirements for GS-9. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-08 level is required to meet the time-in-grade requirements for the GS-09 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. Due to the use of 120-day rosters, applicants within 120 days of completion of TIG requirements are encouraged to apply. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of meteorology including meteorological methods, techniques, and practices, including weather observing, forecasting, communications, meteorological equipment and support procedures. 2. Skill in using various computer software and various applications. 3. Ability to measure meteorological phenomena with scientific equipment and instrumentation, and collect, analyze, interpret, adjust, and verify atmospheric or other meteorological data to confirm and improve its accuracy and effectiveness. 4. Ability to establish and maintain effective working relationships using tact and diplomacy in interacting with individuals and unit representatives. 5. Ability to communicate effectively both orally and in writing to prepare and present guidance products, briefings, coordinate planning efforts, and manage program activities. 6. Ability to make timely decisions and select a course of action under high stress conditions associated with severe weather and emergency situations. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
