About the Position: This position is located at HQS, FIRST ARMY DEPUTY CHIEF OF STAFF, Rock Island, IL. Rock Island Arsenal Garrison (USAG-RIA) is an active U.S. Army facility located in Rock Island County on a 946-acre island in the Mississippi River, between Davenport, Iowa and Rock Island, Illinois in an area known as the 'Quad Cities'.

Duties

Determines and recommends policy or action involving mobilization, emergency management, plans, force integration, and major projects. Provides continuity in operational planning for mobilization functions including review of training materials for medical mobilized forces. Exercises discretionary judgment in discharging assigned responsibilities with wide latitude in execution. Represents the Army Center of Excellence at mobilization seminars, training conferences, and meetings with Reserve Commands and personnel for interface with aligned reserve units and other high levels for contingency planning.

• Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
• This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment. A background investigation and credit check are required.
• This position has a Temporary Duty (TDY) or business travel requirement of 25% of the time.
• One year trial/probationary period may be required.

This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09). OR Education: Ph. D or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree or LL.M. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%.
