Duties

Joining the Customs and Border Protection, Office of Human Resources Management will allow you to use your expertise supervising a team of Human Resources Specialists and other staff to coordinate various aspects of the frontline hiring process for CBP managers and personnel at all levels of the agency. This position starts at a salary of $99,401.00 (GS-13, Step 1) to $129,219.00 (GS-13, Step 10) with promotion potential to $129,219 (GS-13 Step 10). Typical work assignments include: Serving as a recruitment and placement advisor to hiring officials to support them in planning, developing, advising, and recruiting resources to accomplish the mission of the agency; Managing a team of HR professionals performing advisory and consultant services, providing guidance on recruitment options (competitive and non-competitive); recruitment incentives, and ways to attract a diverse workforce; Implementing and evaluating the human resources management strategic plan, policies, priorities, and initiatives relative to complex HR issues; Supervising and directing HR professionals performing complex human resources assignments that have a critical impact on the organization and its mission; and Working with external partners to ensure best hiring practices and managing the modernization of hiring practices.

Qualifications

Experience: You qualify for the GS-13 grade level if you possess 1 year of specialized experience equivalent to at least the next lower grade level, performing duties such as: Leading, advising, consulting and providing guidance on HR concepts, laws, regulations, policies and practices in the area of recruitment and placement; Researching and analyzing innovative methods, trends and strategies to resolve recruitment and placement problems; Developing and implementing strategic goals and policies for a changing workforce. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. You must: Meet all qualification requirements, including education if applicable to this position, subject to verification at any stage of the application process; and Meet all applicable Time in Grade requirements (current federal employees must have served 52 weeks at the next lower grade or equivalent grade band in the federal service) by 12/13/2023. The Office of Personnel Management (OPM) must authorize employment offers made to current or former political appointees.
