This position is located in Headquarters, in the Contempt, Compliance, and Special Litigation Branch of the General Counsel's office and reports to the Senior Executive Service (SES) decision maker or designee.

Duties

The position has legal responsibilities to assist the General Counsel with making policy decisions, seeking contempt of court orders, ensuring compliance with Board orders, defending the Board's jurisdiction, and administering and interpreting the National Labor Relations Act, the Bankruptcy Code, the Federal Debt Collection Procedures Act, and the Administrative Procedure Act. As a GENERAL ATTORNEY (LABOR) (GENERAL COUNSEL SENIOR ATTORNEY), GS-0905-15, your typical work assignments may include: Drafting complex written products that are persuasive, well-organized, and well-analyzed with requisite factual descriptions and citations of authority; Conducting pertinent case and statutory research, as well as performing independent legal reasoning and application, in order to formulate and draft recommended Agency strategies and actions; Addressing novel issues with a high degree of creative legal endeavor and considerable interpretation of law; Rendering authoritative legal advice, counsel, and opinions, both orally and in writing, including recommendations to the General Counsel, other offices within HQ, and Regions; Serving as a mentor or team leader for junior staff attorneys to ensure that the Agency's mission is communicated and integrated into strategies and work product; and Serving as the division/branch/office liaison or representative on intra-Agency committees and subcommittees, and conducting informational training on specialized knowledge.

Qualifications

IDEAL CANDIDATE STATEMENT The Ideal Candidate for the General Attorney (Labor) (General Counsel Senior Attorney) position will have experience providing expert guidance and advice in extremely intricate legal cases relative to the National Labor Relations Act (NLRA) and other federal statutes such as the Bankruptcy Code, the Federal Debt Collection Procedures Act, and the Administrative Procedure Act. The Ideal Candidate will also excel at managing multiple priorities and meeting difficult deadlines. Excellent communication, interpersonal skills in interacting with colleagues and senior level management, strong research, and analytical skills are desired. BASIC REQUIREMENT Education: An applicant must have successfully completed a full course of study in a school of law accredited by the American Bar Association (ABA) and have the first professional law degree (LL. B or JD). Bar Membership/Certification: Applicants must be an active member of the Bar in good standing of any state, District of Columbia, Puerto Rico, or any Territorial court under the US constitution. Your active BAR license must reference BAR number and indicate the status of good standing. Agency's Internal Self-Certification Forms are not acceptable for verification. In addition to the BASIC REQUIREMENT, applicants must also meet the following: SPECIALIZED EXPERIENCE Applicants must have one year of specialized experience, equivalent to the GS-14 grade level, which has provided them with the knowledge, skills, and abilities to successfully perform the duties of a General Attorney (Labor) (General Counsel Senior Attorney) at the GS-15 level. Specialized experience includes: Broad knowledge in the areas of labor laws and policies to implement and enforce the National Labor Relations Act (NLRA), as well as other federal statutes, including the Bankruptcy Code, the Federal Debt Collection Procedures Act, and the Administrative Procedure Act; Ability to conduct in-depth legal research and engage in extensive legal analysis to apply pertinent statutes and/or to formulate strategies on cases that support the preparation of written product; and Ability to serve as the principal attorney to make recommendations to the General Counsel and/or for litigation in a variety of courts in difficult/complex cases. This experience must be fully supported and articulated in your resume to receive consideration.
