Duties

Serve as the Center’s analyst for facilitating technical support to DLA on Local Purchase support requests pertaining to DLA managed items. Develops, refines, interprets and issues policies and procedures regarding the Local Purchase process. Serves as the team spokesperson on assigned tasks involving assigned workflow process issues. Participates in discussions, meetings, committees, special projects, presents briefings, and prepares recommendations and reports.

  • The work is predominantly performed in a professional office environment. However, duties may require occasional visits to field units, depot activities, higher headquarters, government-owned or defense contractor plants.

Qualifications

SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes knowledge of engineering/technical data and engineering technician skills and ability to determine adequate sources of supply or validate existing sources of supply for aircraft, missile and electronic equipment.It may have been gained in the private sector, volunteer service, military service, and/or government service, etc. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-­grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. The employee must have knowledge of technical development, acquisition logistics, specifications & standards pertaining to the acquisition process, and general uses of technical data in the logistics support environment to ensure adequate data is planned for and acquired for all weapons systems, commodities, and end-items necessary to support the approved maintenance concepts. The employee must also have knowledge and background in the techniques, processes, and systems utilized for the integration, management, reproduction, and distribution of data in order to develop policies, procedures, processes, and guidance for both internal and external users. 2. The employee requires knowledge of technical development, acquisition logistics, specifications & standards and military policies pertaining to the acquisition process, and general uses of technical data in the logistics support environment to ensure adequate data is planned for and acquired for all weapons systems, commodities, and end-items necessary to support the approved maintenance concepts. Must have knowledge and background in the techniques, processes, and systems utilized for the integration, cataloging, management, reproduction, and distribution of data. 3. The employee requires ability to independently originate new ideas, plans, studies, projects, processes, and methodologies. In addition, the employee requires a broad understanding in several functional disciplines that include modification management, spares breakout program, military specifications/standards, non-government/industry specifications/standards, engineering data and the engineering change process. Understanding of commonly applied technical, program management, modification, maintenance programs and workflow processes. 4. The employee requires the ability to perform independent analyses to resolve difficult issues and problems involving workflow processes, work methods, supply data management, or day-to-day operational procedures and processes to determine levels of adequacy, efficiency and need for improvement. 5. The employee requires knowledge of sources, responsibilities, and means for providing assistance or advice to resolve workflow process problems. 6. The employee requires deep knowledge of workflow processes and data systems to review requests for system changes; knowledge sufficient to evaluate, analyze, test and prepare usable information for software engineers, computer science programmers, and information technology specialists to develop new software or re-program current software for implementation. 7. The employee must be able to communicate effectively, both orally and in writing, in order to be able to present information clearly, concisely, and with technical accuracy. 8. Ability to use office automation tools and techniques to design and generate reports, briefing materials, and/or comparable documents; must also have the ability to successfully archive these briefing materials and retrieve them as required. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
