About the Position: Serves as principal advisor to the Battalion Commander on safety and occupational health management. Plans, organizes, directs, and evaluates key elements of comprehensive safety and occupational health, including policy and procedure development, program implementation, risk assessment, analysis techniques, technical and managerial consultation, hazard identification and abatement, safety and occupational health education, and mishap investigation.

Duties

Manage the safe movement of diverse general and hazardous cargo by surface, and maritime modes to include rail in some locations. Implement the directives, policies, regulations, etc., for physical security, information security, crime prevention program, and defense transportation security programs. Participates in conferences to develop safety and security resources, policies, and procedures needed for mobilization planning. Conduct or participate in safety and occupational health inspections and surveys. Conduct or participate in safety and occupational health inspections and surveys. Provide safety consultation to directors, supervisors, managers, workers, and unions on safety requirements and procedures; investigations of accidents; survey actions, and accident prevention. Prepare and distribute safety promotional and informative materials to maintain safety awareness. Performs or participates in accident investigations.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Incumbent must possess or complete CP-12 Level I Professional Certification program within 24 months of appointment.
  • This position may require the incumbent to travel in CONUS/OCONUS up to 25%
  • Incumbent must be able to obtain and maintain a Secret security clearance.
  • Must possess a valid state driver’s license. Must obtain and maintain a valid government driver’s license.
  • This position is designated as Key. In the event of a crisis, the incumbent, or designated alternate, must continue to perform the Key duties until relieved by proper authority. The incumbent must be free from potential military recall status.

Specialized Experience: One year of specialized experience which includes conducting safety and occupational health inspections in order to determine safety and health procedures are in compliance with OSHA or DoD guidance. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-09). OR Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree with a major study in safety or occupational health fields (safety, occupational health, industrial hygiene), or degree in other related fields that included or was supplemented by at least 24 semester hours of study from among the following (or closely related) disciplines: safety, occupational health, industrial hygiene, occupational medicine, toxicology, public health, mathematics, physics, chemistry, biological sciences, engineering, and industrial psychology. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. You will be evaluated on the basis of your level of competency in the following areas: Accident/Mishap and Hazard Investigation and ReportingCompliance Inspection and Program ManagementRisk ManagementSafety and Health Training and Education Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-???????09).
