This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Domestic Defense Industrial Base (DIB) & Major Range and Test Facilities Base (MRTFB) of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service. About the Position: Serves as technical authority in the Quality Assurance (QA) functional area for the Iowa Army Ammunition Plant (IAAAP).

Duties

Serve as technical authority in the Quality Assurance (QA) functional area for the Iowa Army Ammunition Plant (IAAP). Serve as an installation QA authority for evaluation and surveillance of contractor QA programs. Conduct or participate in accident investigations to identify causal factors and recommends or evaluates corrective actions. Perform consultant duties involving any and all aspects of QA.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration.
  • One year trial/probationary period may be required.
  • You will be required to provide proof of U.S. Citizenship.
  • This is an Army Acquisition, Logistics and Technology Workforce position.
  • Selectees must meet position requirements for Practitioner Career Level certification in the Acquisition Career Field Engineering and Technical Management within 60 months of entrance on duty.
  • Position is Non-Critical Sensitive (2) requiring a Secret security clearance or the incumbent must be able to obtain and maintain a Secret clearance.
  • This position requires a valid state Driver's License in one of the 50 U.S. states or possessions to operate vehicles or incumbent must be able to obtain and maintain a valid state Driver's License.
  • This position requires wear of Tyvek and respirator Per HQ JMC Command Surgeon 2018 EXSUM, Army Public Health CMD.
  • This position requires submission of Financial Disclosure Statement, OGE-450, upon entering the position and annually thereafter.
  • This position requires rotating shift work.
  • This is a testing designated position. Personnel must pass drug screening prior to hiring and will be subject to periodic and random drug testing, thereafter.
  • This position requires a pre-employment physical, and annually thereafter.

Qualifications

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized Experience: One year of specialized experience equivalent to the GS-11 grade level in the Federal service which includes:1) experience monitoring contractor's performance for compliance related to service, supply, and/or construction contracts; 2) experience developing and implementing a comprehensive QA Surveillance Program; 3) experience providing advice in all areas related to Quality Assurance and contract management matters. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).
