Duties

Serves as a Joint Warfighter Support Representative (JWSR) for Defense Logistics Agency, INDO-PACIFIC (DLA-IP), a Regional Command of the DLA Headquarters (HQ), Fort Belvoir Virginia. Primary DLA representative to the Joint Force; develops, refines, analyzes, and modifies logistical and supply chain programs, policies, and plans having an impact all military activities in the US INDO-PACIFIC Command Area of Responsibility (AOR). Coordinates with other Department of Defense (DoD) organizations and DLA activities concerning precedent setting, controversial, sensitive, and/or complex issues and their relationships to other functions, processes and organizations. Analyzes statistical trends to determine DLA program effectiveness and projected requirements based on customer's input. Reviews logistic programs to determine overall effectiveness and compliance with applicable laws, regulations, agreements and policies. Frequently serves as the team leader on numerous special projects and assignments requiring joint effort among logistics specialists. Assesses effectiveness of the logistics support program by analyzing procedures, records and determining trends and initiates corrective actions to eliminate systematic deficiencies. Responsible for maintaining customer contact information, providing product information, handling emergency requests, initiating calls on behalf of the customers, providing and/or validating customer account information, and tailored support. Meets with Senior level customer(s) on a regular basis (quarterly/monthly-varies by customer) to understand how the customer uses DLA products and from this will analyze and adjust historical demand data used for statistical forecasting. Briefs top level senior managers and headquarters staff concerning issues, problems, and proposes solutions to problems and program accomplishments. Serves as a technical representative and trainer regarding DoD supply systems such as DoD FEDMALL, IGC, WEBVLIPS, WEBFLIS, WEBSDR, and related IT inquiry systems.

Qualifications

To qualify for a Logistics Management Specialist, GS-0346-13, your resume and supporting documentation must support: Specialized Experience: One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position, and that is typically in or related to the position to be filled. To qualify at the GS-13 level, applicants must possess one year of specialized experience equivalent to the GS-12 level or equivalent under other pay systems in the Federal service, military or private sector. Applicants must meet eligibility requirements including time-in-grade (General Schedule (GS) positions only), time-after-competitive appointment, minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement. Creditable specialized experience includes: Expert knowledge on life cycle logistics and supply chain management at the DoD Enterprise level. Knowledge on the full range of logistics support, planning and scheduling, including supply (aviation, land, maritime, troop support, general and industrial, energy), disposal and reutilization, distribution, transportation, storage and stockage, logistics information, order fulfillment, discrepancy reporting and returns process, and procurement. Knowledge of forecasting and planning methodologies in order to assist customers with long-range planning and forecasting during negotiations for segment agreements. Knowledge of DoD logistical systems such as FEDMALL, IGC, Service-Specific supply chain systems of record, functional applications and governing regulations in order to identity any incompatibilities between service and DLA supply systems and recommend methods and new technologies to resolve these incompatibilities. Evaluates Joint operational plans and assesses the agency's ability to support tasks and missions. Resolves Joint operational plan shortfalls, limitations, and other conditions that impact the agency's ability to perform its wartime logistics support mission. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. This is an Expeditionary Civilian (EC) position, and the incumbent will be designated as EE. In the event of a crisis situation, the incumbent may be required to deploy via temporary reassignment or be required to stay in place to support contingency operations. The incumbent may be required to take part in readiness exercises. This position cannot be vacated during a national emergency or mobilization without seriously impairing the capability of the organization to function effectively; therefore, the position requires the incumbent to be screened from military recall. Military Reservists selected for an EC position must arrange for removal from the reserve component prior to appointment to an EC position. This requirement must be met prior to placement in an EC position. Positions identified as EE are subject to deployment to combat support situations. Deployment will be via Temporary Duty (TDY) orders. Deployment may entitle the employee to additional monetary compensation dependent upon the deployment location. Additional allocations are based on the Department of State's determination of a combat zone. Physical Demands: Assignments regularly involve long periods of standing, bending, and stooping to observe and study work operations in an industrial, storage, or comparable work area. Frequent travel may be required. Occasional work under adverse environmental conditions is required, such as when deployed as part of a DLA Support Team (DST). Deployment may require carrying articles like personal duffle bags or other items weighing up to 40 pounds. Work Environment: Assignments regularly require visits to manufacturing, storage, or other industrial areas, and involve moderate risks or discomforts. Protective clothing and gear and observance of safety precautions are required. Deployment on a DST may require working in a field environment and living in conditions like those the supported customers are subjected to.
