The primary purpose of this position is to serve as a biological scientist with project management, execution, and operations responsibility in assigned project(s) within the Wildlife Element to ensure Sikes Act Improvement Act and Endangered Species Act compliance.

Duties

- Provides environmental expertise to manage assigned projects through application of professional knowledge and skill in environmental biological science practices, processes, and techniques in wildlife management. - Responsible for executing assigned projects, in-house and by contract, to comply with all applicable Federal, state, and local environmental laws and policies. - Coordinates procedures and training for assigned program areas at the installation. - Provides advisory services on questions, issues, and projects in the Wildlife Element of the Natural Resources Branch. - Complies with health, safety, and environmental rules and procedures and performs work that enhances the safety of the work environment.

  • Use of special safety precautions such as protective clothing and gear are necessary.
  • Work may require occasionally require travel away from the normal duty station on military or commercial aircraft.
  • During site inspections there is regular and recurring exposure to unfavorable conditions such as working in areas with noise, particulate matter, machinery;
  • Sites visited may include remote areas infested by snakes, insects or reptiles.
  • Exposure to unfavorable conditions of water, soil or air under treatment containing chemicals, bacteria and toxic particulates, and concentrated wastes from the treatment or cleaning process, may occur.

Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, General Natural Resources Management and Biological Sciences Series, 0401. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT: A. Degree: biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: OR B. Combination of education and experience: Courses equivalent to a major, as shown in A above, plus appropriate experience or additional education. Your experience must include professional knowledge of environmental biological scientific concepts, principles, methodology, and practices and familiarity with other professional disciplines (e.g., engineering, community planning, and environmental science) to independently perform routine projects with complete responsibility, or portions of large and complex projects. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-­grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-09 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of environmental biological science principles, practices, techniques, and procedures to effectively perform project development, execution, training, and advisory services in the Wildlife Element of the Natural Resources Branch. 2. Knowledge to troubleshoot environmental problems requiring investigation of unsatisfactory compliance or questionable adherence to conditions by action proponents for the Wildlife Element of the Natural Resources Branch. 3. Knowledge of applicable Federal, State, and local laws, regulations, and other guidance to make decisions and recommendations concerning assigned restoration, compliance, conservation, pollution prevention, and/or integration principles and practices. 4. Ability to establish effective working relationships with others. 5. Ability to communicate effectively, both orally and in writing, clearly, concisely, and with technical accuracy. __________________________________________________________________________________________________ PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social).
