Duties

Delivers professional and organizational development services or locates appropriate resources for delivery of services. Coordinates groups of courses in one or more content area(s). Demonstrates extensive knowledge of current concepts, principles and practices in assigned area(s). Applies full professional knowledge of the theories, principles, and techniques of adult learning theory and, employee development methods, and modes of assessment. Analyzes and designs solutions for managers to support faculty and staff's ability to adapt to an ever-changing social, cultural and digital environment.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Professional and Scientific Position BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT: Degree: that included or was supplemented by major study in education or in a subject-matter field appropriate to the position. -OR- Combination of education and experience -- courses equivalent to a major in education, or in a subject-matter field appropriate to the position, plus appropriate experience or additional course work that provided knowledge comparable to that normally acquired through the successful completion of the 4-year course of study described above. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes performing duties dealing with concepts and techniques of English as a second language and English as a Foreign Language training, teaching principles, approaches, and methodology; performing training program assessment and skilled at capturing principles; and providing guidelines for implementation, make recommendations for program and course improvements, and evaluate and assess progress toward achievement of organizational goals. ***MUST SUBMIT TRANSCRIPTS**** KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Ability to establish program objectives, provide guidelines for implementation, make recommendations for program and course improvements, and evaluate and assess progress toward achievement of organizational goals. 2. Knowledge of the theories, principles, and techniques of employee development, American culture, and its relationship to the English language, as well as concepts related to intercultural communication and adult education and training and how these relate to the policies, practices and educational philosophy of the organization. 3. Knowledge of instructional methods and design, evaluation of training programs, and task and learning analysis. Skill in working with technology to develop course products and manage training. 4. Ability to provide leadership to initiate and maintain cooperation and support from diverse internal and external elements. Skill in coordinating, communicating, and providing feedback to team members, leadership, faculty and staff. 5. Ability to analyze and evaluate source data, accomplish research for training projects, and apply this knowledge to controversial, unconventional or unique training administration requirements. CONDITIONS OF EMPLOYMENT: Highly desired: Professional certifications in change management, conflict management, emotional intelligence, digital literacy and return on investment analysis. a. Master's degree in one of the following disciplines: Organizational Development; Leadership Development; Adult Learning; Education or Applied Linguistics (or Linguistics); OR b. Undergraduate degree in Organizational Development; Leadership Development; Adult Learning; Education or Applied Linguistics (or Linguistics) AND one year of professional level experience developing or managing training programs; OR c. any undergraduate degree AND 24 semester (or equivalent) hours of undergraduate courses equivalent to a major in one of the above stated disciplines AND one year of professional level experience developing or managing training programs. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment.You will receive credit for all qualifying experience, including volunteer experience.
