This position is located in the Department of Defense Office of the Inspector General (DoD OIG), Office of Legislative Affairs and Communications (OLAC) and reports to the Chief of Communications. In addition to managing the DoD OIG relationships with Congress, OLAC is responsible for designing, drafting, and leading communications with the media, the public and the DoD OIG workforce.

Duties

As a Public Affairs Specialist, GS-1035-13, your typical duties may include the following: Coordinates, writes, edits, and publishes communications products, including news articles, press releases, websites and social media content, media kits, and briefing binders for leadership. Acts as the agency spokesperson, manages media relations, responds to media queries and coordinates with the appropriate internal components to craft responses and conducts proactive outreach to raise awareness and understanding of OIG work. Coordinates interview requests, prepares subject matter experts for engagements, and develops statements on behalf of the agency. Reviews, edits, and manages DoD OIG website content management system (AFPIMS) and social media content ensuring that all graphics, digital video and multimedia media products are accurate, timely and consistent with agency style and tone. Monitors all media platforms for news related to, or of interest to the DoD OIG; quickly processing and selecting content for internal stakeholders. Assists the Chief of Communications with developing and implementing communication strategies and tactics that align with the DoD OIG Strategic Plan to educate stakeholders about the DoD OIG’s complex oversight of DoD’s programs and operations. Establishes and maintains effective working relationships with OIG component and office staff to accomplish projects that require cross-functional participation under time- critical deadlines.

• Position has been designated as Critical-Sensitive. Incumbent is required to obtain and maintain a Top Secret Clearance.

• Incumbent is required to submit to urinalysis to screen for illegal drug use prior to appointment and is subject to random drug testing for the duration of service with DoD OIG.
• Current DoD civilian employees are not required to submit to drug testing if moving from one Testing Designated Position (TDP) to another with no break in service, unless deemed appropriate on a case-by-case basis.
• Applicants who have held a non-temporary General Schedule (GS) position within the last 52 weeks must meet the time-in-grade restriction.

Qualifications

-Time in Grade: For entry at the GS-13 grade level, status applicants must have served 52 weeks as a GS-12 or equivalent or higher grade, in the Federal Service. Specialized Experience: Qualified applicants must have 52 weeks of specialized experience at the GS-12 level or equivalent experience. Specialized experience is defined as demonstrated experience working within a federal agency as a public affairs specialist. Experience must also include working knowledge of DoD public affairs programs and regulations; vetting communications products with multiple entities for approval prior to release; directly communicating with media on behalf of a federal agency; and acting as trusted communications advisor to executive leadership. You must meet the minimum qualification requirements as stated in the Office of Personnel Management (OPM) Operating Manual, Qualification Standards for General Schedule Positions: http://www.opm.gov/qualifications/Standards/group-stds/gs-prof.asp. Paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual, community, student, social) is qualifying. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates to paid employment.
