The primary purpose of this position is to coordinate/control all fuels operations and maintain all product accounts while ensuring senior level management is provided with current statistical data to make essential management decisions regarding logistic processes, procedures, and related support systems.

Duties

Performs petroleum and cryogenic requisition and accounting for 9 Wing/Wing-Equivalents, supporting 5 MAJCOMS sustaining operations for all branches of the Armed Forces. Responsible for orchestrating, planning, scheduling, directing, and supervising all refueling operations critical to sortie generation and meeting the mission requirements of 9 Wing/Wing equivalents, representing 5 MAJCOMS. Perform Vehicle Purchase Media Manager duties for the entire Installation. Perform Document Control.

  • May be required to work uncommon shifts and extended hours.
  • Fuels Manager Defense Accounting Course Certificate, preferred.
  • The work may require the employee to drive a motor vehicle. An appropriate, valid driver's license may be required for the position.

Qualifications

Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Supply Program Management Series, 2003. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. SPECIALIZED EXPERIENCE: I have one year or will have within 120 days of the closing of this announcement specialized experience equivalent to the GS-07 grade level in the Federal service which includes practical knowledge of extensive body of federal, local and DAF policies and procedures governing the overall management of DLA-E bulk petroleum supply chain activities and FMF fuels account function. Knowledge of duties, priorities, commitments, policies, and program goals of the organization sufficient to perform non-routine assignments, such as independently noting and following-up on commitments made at meetings/ conferences; advising others on preparing correspondence, requirements for various reports, and interpreting new instructions and procedures; locating and summarizing information from files and documents that requires recognizing which information is or is not relevant to the problem at hand. Knowledge of various information systems, data entry procedures, office automation software processing procedures, and function keys to produce, store, maintain, and update a wide range of documents that often require complex formats, such as graphics or tables within text, to edit and reformat electronic drafts, and to update and revise existing databases or spreadsheets. OR EDUCATION: Master's Degree or equivalent OR 2 full years of progressively higher-level graduate education leading to such a degree or L.L.B. or J.D., if related. OR COMBINATION OF EXPERIENCE AND EDUCATION: https://www.opm.gov/policy-data-oversight/classification-qualifications/general-schedule-qualification-standards/#url=GS-ADMIN FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-­grade requirements to be considered eligible. One year at the GS-07 level is required to meet the time-in-grade requirements for the GS-09 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of all aspects of fuels operations, servicing equipment and facilities. 2. Thorough knowledge/experience with BLSA (Base Level Support Applications) Fuels Manager Defense, Fuels Manager Operate, DODFM-AE, Enterprise Fuels, EPoS, and Microsoft Office computer programs. 3. Thorough knowledge of Fuels Management career field and operations, IMP, REPOL and DLA-E policy and procedures and DWWCF (Defense Wide Capital Fund), preferred. 4. Ability to communicate effectively, both orally and in writing. Able to clearly communicate with outside agencies and follow oral and written instructions. 5. Knowledge of public laws, local laws, fuels management standards, policies, regulations relating to environmental issues affecting fuels operations, quality assurance principles and environmental regulations and laws. 6. Knowledge of facility and infrastructure to support environmental compliance and quality assurance initiatives, security, safety, fire, and health guidelines and regulations. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
