Duties

This position is with the Office of Inspector General, Office of General Counsel (OGC). This office is responsible for providing legal advice and services to the Inspector General (IG) with respect to audits, evaluations, inspections, and investigations of the DOI's programs, operations, and employee conduct; investigation of employee complaints; reports to Congress; the government ethics program; records; and information disclosure. As the OIG Privacy Act Officer, you will be responsible for the management of the OIG Privacy Act (PA) program and serve as the subject matter expert on current and new developments in the field of disclosure, legislative activities, and Federal initiatives regarding the PA. Your major duties include: Management of the full OIG PA Program and serving as the primary point of contact with the Departmental Privacy Officer. Serving as the principal advisor and technical expert to all levels of OIG management officials and employees on matters pertaining to the implementation of the provisions of the PA. Performing extensive analysis and comprehensive, well-researched responses to information requests and complaints made under the PA that are complete, accurate, and timely with little to no supervision. Responding to appeals from denials of access to records requested under the PA. Providing expert legal advice to all levels of OIG management as it relates to the PA Program. Recommending legal options and alternative courses of action available to the OIG. Preparing Privacy Threshold Analyses, System of Records Notices in the Federal Register, and Privacy Impact Assessments on all OIG systems. Overseeing privacy incident management and response efforts. Serving as the primary liaison to external customers and requestors to clarify and resolve complex PA issues Developing and enforcing OIG policy, procedures, and training requirements related to the PA program.

Minimum Qualifications GS-14 To be considered for this position, your application must demonstrate ALL of the following: 4 years of professional legal experience after admission to the bar Must be an active member of the bar in good standing of a U.S. state or territory and be a graduate of an ABA accredited law school, AND Experience related to the Privacy Act having performed duties such as conducting privacy risk assessments of information systems, programs, and/or operations; developing policy or guidance on privacy requirements; and determining methods of Privacy Act compliance during all phases of program or system development and operations

Education

You must have earned a professional law degree (J.D. or LL.B) from a law school accredited by the American Bar Association and be an active member and in good standing of the Bar in a State or territory of the United States, the District of Columbia, or the Commonwealth of Puerto Rico.
