The primary purpose of this position is to provide Mechanical Equipment Specialist expertise and technical assistance for assigned equipment and to serve as the technical expert to organizations in terms of mechanical equipment integration and technical data.

Duties

Collect, analyze, interpret, and/or develop specialized information systems and components. Provide assistance and/or advisory services to those who design, test, produce, procure, supply, operate, repair, and/or dispose of mechanical systems and components. Manage, advise, assist, and/or coordinate systems, components, and equipment maintenance/repair programs, strategies, and/or operations in accordance with regulatory policy, processes, and guidance. Manage, advise, and/or assist in the planning, scheduling, execution, control, and/or resourcing of the production process in maintenance activities. Manage, advise, and/or assist the disposal of unusable, excess, and/or obsolete systems and components.

Qualifications

Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions to include the Individual Occupational Requirements (IOR) for the GS-1670, Equipment Specialist Series. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT: Education: Undergraduate Education: Major study -- any field of study in an accredited college or university. Graduate Education: Major study -- fields related to the position to be filled. OR Specialized Experience (for positions above GS-05): Examples of qualifying specialized experience includes working as a skilled mechanic or maintenance worker, sales or service engineer, or planner or estimator in a technical group dealing with manufacture, utilization, repair, or operation of equipment. reviewing and applying technical specifications and requirements. Analyzing equipment and forecasting spare parts requirements. Reading and interpreting engineering change orders, equipment requisitions, shop orders, and work orders. Analyzing contract specifications and examining pertinent equipment to determine if specifications are met. Analyzing or supervising maintenance, repair, or production operations to determine methods of improvement. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: SPECIALIZED EXPERIENCE: Applicants must have or will have within 120-days of the closing of this announcement at least one year (52 weeks) of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. Examples of specialized experience includes providing expertise and technical assistance for a wide range of concepts, principles, and practices in the occupational area providing judgement in evaluating, selecting, and adapting precedents and modifying procedures and criteria for assigned systems in terms of mechanical equipment integration. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. OR EDUCATION: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree. or LL.M., if related OR COMBINATION OF EXPERIENCE AND EDUCATION: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. Due to the use of 120-day rosters, applicants within 120 days of completion of TIG requirements are encouraged to apply. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of mechanical design and manufacturing of a family of equipment, parts, assemblies, components and subsystems and composite weapon systems to includes knowledge of their characteristics, properties and uses. 2. Knowledge of policies and procedures for maintaining equipment, ability to review, analyze, and evaluate equipment specialist programs and knowledge of applicable customer services standards. 3. Knowledge of sources, responsibilities, and means to provide timely assistance and economical solutions for technical problems. 4. Knowledge of structure, content, codes, internal and external interfaces, update procedures and uses of automated supply systems and databases and automated databases for equipment specialist determination. 5. Skill to enhance maintenance effectiveness and efficiency to ensure that modifications or new equipment will satisfactorily interface with existing equipment and skill in using information systems and software for research to review, interpret, analyze, evaluate, and write technical data. 6. Ability to plan, organize, and reprioritize work to meet changing deadlines and ability to advise others with oral and written communication. WORK ENVIRONMENT: The work area is usually an office setting that is adequately lighted, heated, and ventilated. The work environment involves everyday risks or discomforts that require normal safety precautions. Some employees may occasionally be exposed to uncomfortable conditions in facilities such as production facilities and utility plants. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
