The primary purpose of this position is to program, manage, schedule and direct the operations, maintenance and repair, and improvements to Mid-Atlantic Service Unit's facilities; the facilities include the Mid-Atlantic Tribal Health Center, Monacan Tribal Health Center, four satellite clinic locations, and three mobile medical vehicles centered around Richmond, VA and in Madison Heights, VA.

Duties

Supervises five subordinate positions and provides oversight to any Office of Environmental Health and Engineering (OEHE) positions housed at MASU facilities. Counsels employees and completes performance appraisals. Plans and assigns work to subordinates, sets priorities, establishes work unit goals and objectives; and plans and establishes work schedules for completion of work. Manages funds to support the Facilities Management maintenance and repair program. Identifies requirements, and develops and recommends operating budgets for maintenance, repair, and operations and construction programs. Approves operating budget requests for fixed assets and consumable inventory. Receives, investigates, and verifies installation maintenance requests to determine propriety and approves all requests for maintenance and repair. Oversees the development of planning documents to determine general characteristics of projects by applying technical criteria outlined in the OEHE Technical Handbook, CMS, The Joint Commission, AAAHC, NFPA and other related publications and regulations. Directs preparation of project estimates, and identifies funding sources, to include manpower and material costs. Communicates with service unit, area office and Mid-Atlantic Tribal Chiefs and contractors/vendors regarding local facility development, operations and management. Qualifications

To qualify for this position, your resume must state sufficient experience and/or education, to perform the duties of the specific position for which you are applying. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; social). You will receive credit for all qualifying experience, including volunteer and part time experience. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. BASIC REQUIREMENT(S): Facility Operations Services Series 1640 (opm.gov) In addition, to the Basic Requirements, you must also meet the Minimum Qualifications stated below- MINIMUM QUALIFICATIONS: Your resume must demonstrate at least one (1) year of specialized experience equivalent to at least the next lower grade level in the Federal service obtained in either the private or public sector performing the following type of work and/or tasks: Individual Occupational Requirement I have undergraduate and/or graduate education with a major study in engineering, industrial arts, property management, or business administration. or I possess specialized experience to meet the Individual Occupational Requirement. Examples of qualifying specialized experience include Managing a maintenance program for office or apartment building complexes, hospitals, recreation facilities, military, or other special-purpose installations, including planning maintenance activities, and developing preventive maintenance programs. Conducting surveillance activities over construction and maintenance operations performed by a variety of private contractors, including reviewing project plans and specifications for workability, informing contractors of construction and reporting requirements, and supervising operations for conformance with project plans. Performing maintenance or construction work, including estimating material and labor costs for a variety of construction or maintenance projects (such as construction or maintenance of brick, frame, structural steel, reinforced concrete, and other type structures ranging from one- or two-story buildings to larger structures), directing actual work operations, and maintaining appropriate contacts with the organization funding the project. GS-11: 1 year of specialized experience that equipped me with the particular knowledge, skills and abilities to successfully perform the duties of this position. This experience is related to the work of the position and equivalent to at least the GS-09 level in the Federal service as described in the vacancy announcement. Examples include: managing a maintenance program for office or apartment building complexes, hospitals, recreation facilities, military, or other special-purpose installations, including planning maintenance activities, and developing preventive maintenance programs; conducting surveillance activities over construction and maintenance operations performed by a variety of private contractors, including reviewing project plans and specifications for workability, informing contractors of construction and reporting requirements, and supervising operations for conformance with project plans; and performing maintenance or construction work, including estimating material and labor costs for a variety of construction or maintenance projects (such as construction or maintenance of brick, frame, structural steel, reinforced concrete, and other type structures ranging from one- to two-story buildings to larger structure(s), directing actual work operations, and maintaining appropriate contacts with the organization funding the project. OR I have a Ph.D. or equivalent doctoral degree or I have three full years of progressively higher level graduate education leading to such a degree with major study in engineering, industrial arts, property management, or business administration. OR I have a combination of the specialized experience described in A and the education described in B above. The total percentage must equal at least 100 percent to qualify. Time In Grade Federal employees in the competitive service are also subject to the Time-In-Grade Requirements: Merit Promotion (status) candidates must have completed one year of service at the next lower grade level. Time-In-Grade provisions do not apply under the Excepted Service Examining Plan (ESEP). You must meet all qualification requirements within 30 days of the closing date of the announcement.
