This position is located in the United States Department of Agriculture (USDA), Office of the Assistant Secretary for Civil Rights (OASCR), Program Complaints Division. The incumbent will serve as the principal advisor to the Executive Director for the Center for Civil Rights Enforcement on all matters relating to civil rights and equal opportunity programs.

Duties

Provide overall direction, leadership, and management for the National Equal opportunity Program Complaints Process administered by the Office. Directs and provides leadership in program investigations development and implementation of Departmental decisions regarding policy and procedural matters as it relates to processing complaints of discrimination in programs. Serves as a senior expert on interpretation of guidelines, regulations, and laws concerned with civil rights in general, and with program discrimination complaint processing investigations. Reviews policies and regulations from higher echelons that affect the organization's responsibilities and assures implementation with the various organizational elements within USDA. Serves as principal advisor to the Director and Deputy Director of the Center for Civil Rights Enforcement on policies and procedures governing the Program Investigation Divisions and investigating program civil rights complaints. Oversees the planning, execution, review, and analysis of investigations reports for legal and technical sufficiency.

Requirements

  • Subject to one year supervisory/managerial probationary period unless prior service is creditable. New USDA supervisors must successfully complete all components of the required training program before the end of their probationary period.

Qualifications

Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions and specialized experience, as defined below. Time in grade: Current federal employees applying for a promotion opportunity must meet time-in-grade (TIG) requirement of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled. Specialized Experience: At the GS-15: Qualifying experience for GS-15 includes one year of specialized experience comparable to GS-14 which is directly related to the work of this position, and which has equipped the applicant with the knowledge, skills, and abilities to successfully perform the duties of the position. For this position, specialized experience is experience directing, implementing, and evaluating civil rights and equal opportunity programs; evaluating systems that measure organizational performance in meeting civil rights laws and regulations; providing guidance and technical advice to program managers on Equal Employment Opportunity policies and procedures and supervising a staff of Equal Opportunity Specialists. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
