This position is located in the Department of Defense Office of Inspector General (DoD OIG), Administrative Investigations (AI), Whistleblower Reprisal Investigations Directorate (WRI), in Alexandria, VA.

Duties

As a Investigator (Whistleblower Reprisal), GS-1810-14, your typical duties may include the following: Evaluates complaints of whistleblower reprisal and restriction submitted by Military Service members, DoD Appropriated Fund employees, Non-appropriated Fund employees, and contractor employees using complaint intake procedures. Conducts and leads all phases of investigations of allegations of whistleblower reprisal and restriction, including developing plans, coordinating travel, and notifying officials. Analyzes evidence and findings of facts, draws conclusions based on causation, laws, rules and regulations and/or policy and makes determinations based on the analysis. Drafts written reports, present analyses, findings, conclusions and all recommendations. Monitors and/or leads others in the monitoring of the status of reprisal investigations; identifies any systematic patterns or trends. Leads team of investigators; assigning and reallocating duties, mentoring, reviewing and approving other investigator’s work when required. Performs oversight and reconsideration reviews of investigation reports and dispositive documents for whistleblower reprisal and restriction allegations.

• Must be a U.S. Citizen.
• Position has been designated as Special Sensitive. Incumbent is required to obtain and maintain a Top Secret/Sensitive Compartmented Information (TS/SCI) security clearance.

• Incumbent is required to submit to urinalysis to screen for illegal drug use prior to appointment and is subject to random drug testing for the duration of service with DoD OIG.
• Current DoD civilian employees are not required to submit to drug testing if moving from one Testing Designated Position (TDP) to another with no break in service, unless deemed appropriate on a case-by-case basis.

• Applicants who have held a non-temporary General Schedule (GS) position within the last 52 weeks must meet the time-in-grade restriction.
• Relocation allowance WILL NOT be authorized.

Qualifications

Time in Grade: For entry at the GS-14 level, status applicants must have served 52 weeks as a GS-13 or equivalent or higher grade, in the Federal Service. Specialized Experience: Qualified applicants must possess one (1) year, fifty-two weeks, of specialized experience equivalent to the GS-13 level within the federal service. Specialized experience is defined as planning and conducting all aspects of reprisal investigations, to include preparing investigative plans, interviewing witnesses, and collecting and analyzing evidence. Applicants must have demonstrated experience in the following areas: (1) leading a team of investigators and providing guidance to members of the team with regard to investigative planning, execution, and report/writing; (2) prioritizing investigative workloads and staying abreast of the status of cases assigned to the team; (3) mentoring other investigators by providing orientation, instruction/assistance in interviewing techniques and report writing, determining issues to be investigated, and assuring that IG procedures are followed; (4) researching and applying federal whistleblower protection statutes; and (5) analyzing and reviewing evidence, collecting relevant from interviews, statements, and reports; developing written reports, presenting findings and recommendations of reprisal investigations. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates to paid employment.
