Duties

The Associate Chief Counsel, Procedure & Administration (P&A) is located in Washington, DC and is comprised of approximately 100 attorneys and 80 support personnel. The primary work areas provide legal services in federal tax procedure and administration. The office's responsibilities include legal issues arising out of the assessment and collection of federal taxes, bankruptcy, ethics, abatement, credits, refunds of federal taxes, judicial proceedings, and disclosure of Freedom of Information Act (FOIA) and Privacy Act matters. As a Supervisory Legal Administrative Specialist you will: Conduct agency-wide studies and evaluation of the major programs administered by the different branch sections. Analyze and evaluate the impact of new or modified Chief Counsel, Service, legislative or Tax Court requirements or rules affecting the delivery, processing, and time limits of responding to petitions, opinions, motions, decisions, order, calendars, or electronic filing of documents with the Tax Court. Serve as a primary liaison between the Office of Chief Counsel, the Internal Revenue Service, Treasury and the U.S. Tax Court, including high-level senior managers, in resolving problems with Tax Court documents served on the Office. Monitor and evaluate computerized systems utilized in the completion of work assignments to determine needed improvements to the speed of delivery and accuracy of work products. Plan, assign and review the work of the Technical Support Services Branch, including establishment and maintenance of records and participation in special projects. Revise work schedules and adjust workload as needed to improve work flow and ensure maximum productivity. Assess the impact of new or modified requirements affecting the branch, developing and implementing plans to meet substantial changes in workload requirements, and proposing and justifying revisions to staffing levels, work priorities and work processes to implement new or modified requirements. Develop written instructions as necessary to keep staff informed of methods and procedures for processing work, including issuing special instructions for complex or novel assignments. For GS-13: Specialized Experience: Your resume must detail at least one year of specialized experience which includes: Experience reviewing and analyzing information contained in various legal documents and administrative material; experience conducting studies using analytical and evaluative methods and techniques; reviewing and coordinating the work of subordinates or colleagues in order to accomplish the mission of the organization. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. One year of experience refers to full-time work; part-time work is considered on a prorated basis. To ensure full credit for your work experience, please indicate dates of employment by month/year, and indicate number of hours worked per week, on your resume. Time in Grade Requirement for GS-12: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-11). Time in Grade Requirement for GS-13: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-12).
