The primary purpose of this position is to serve as a work leader in the operation, overhaul, and maintenance of the five Wastewater Treatment Plants and to lead five or more employees ensuring compliance with Georgia Environmental Protection Department.

Requirements

  • U.S. Citizenship Required.
  • Males must be registered for Selective Service, see www.sss.gov.
  • The incumbent is required to obtain and maintain the appropriated security clearance.
  • PCS expenses will not be paid IAW JTR and Air Force Regulations.
  • Recruitment incentives are not authorized.
  • This position is subject to provisions of the DoD Priority Placement Program.
  • This is a drug testing designated position. The employee is subject to random drug testing.
  • Emergency overtime may be required.
  • The position is designated as key. Incumbent must be removed from their military recall status if alternatives for tilling the position during an emergency are not available.
  • Incumbent may be required to work extended and/or irregular hours during exercises or contingency situations.
  • Disclosure of Political Appointment.
  • Must have current State of Georgia Certificate for Water treatment or Wastewater.
  • The work may require the employee to drive a motor vehicle. An appropriate, valid driver license may be required for the position.
  • Performs other duties as assigned.
  • The position may require the employee to work under adverse environmental conditions.

Qualifications

In order to qualify, you must meet the quality level of experience requirements described in the Office of Personnel Management (OPM) Qualification Standards Handbook X-118C. QUALIFICATIONS: Applicants will be rated in accordance with the OPM Qualification Standard Handbook X-118C for the WG-5400 - Industrial Equipment Operation Family. Although a specific length of time and experience is not required for most blue-collar positions, you must meet any screen-out element listed, and show through experience and training that you possess the quality level of knowledge and skill necessary to perform the duties of the position at the level for which you are applying. Qualification requirements emphasis is on the quality of experience, not necessarily the length of time. The screen out element for this position is Ability to Lead or Supervise JOB ELEMENTS: Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of Equipment Assembly, Installation, Repair, etc. Technical Practices (theoretical, precise, artistic) Use of Measuring Instruments Ability to Interpret Instructions, Specification, etc. (other than blueprinting reading) Dexterity and Safety Recruitment Knowledges, Skills and Abilities (KSA) 1. Knowledge of wide range of principles, processes, and techniques of water and wastewater treatment. 2. Knowledge of safety and security regulations, practices, and procedures. 3. Knowledge of the use and maintenance of hand and power tools, equipment, and precision measuring and/or test equipment common to the trade. 4. Ability to read and interpret blueprints diagrams, sketches, and technical specifications. 5. Ability to plan and organize work assigned to include determining resources required to accomplish mission. 6. Ability to communicate effectively, both orally and in writing. 7. Ability to lead and implement sound personnel policies, practices, and procedures. 8. Ability to plan and organize work to meet deadlines. Physical Effort: Work requires standing and working in strained positions, opening and closing heavy valves, working in strained positions and considerable walking, standing on concrete floors, opening and closing heavy valves, working in strained positions, continuous use of arms and legs, moderate to heavy lifting, climbing ladders and tanks may be required to operate vehicles up to 5 tons. The employee frequently lifts and carries items weighing up to 24 pounds and occasionally moves heavier objects which should consider using assistance or mechanical devices. Working Conditions: Work is performed Inside and outside. Employee is exposed to normal elements associated with these conditions. Danger of hazardous chemicals and materials. Personnel safety equipment is required. The operator must have full use of his hands, feet, eyes, and ears as the operator is exposed to inclement weather, heights, hazardous chemicals and materials, heavy lifting and possible exposure to limited radiation. Incumbent will work variable 8-hour shifts and is subject to 24-hour call back. The operator will occasionally work in confined spaces (class A, B, C) which require him to be properly fitted and wear all safety equipment for entry. (Respirators, harness, and protective clothing) PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
