The primary purpose of this position is to serve as a Sports Specialist overseeing the Esports & Virtual Fitness Functional Area and performs administrative duties related to technical guidance, program development and sustainment of all Department of the Air Force Esports, Gaming, and Virtual Fitness programs and initiatives.

Duties

Duty 1: Develops program guidelines, standards, and Department of the Air Force gaming/esports/virtual fitness training curricula. Duty 2: Administers the Esports & Virtual Fitness Functional Area's appropriated fund and non-appropriated fund operational budgets. Duty 3: Represents the HQ Air Force Services Center with a variety of DoD, DAF, installation and functional area organizations, and external industry organizations.

  • Employee will be required to complete undergo a Physical. Physical fitness training courses require physical dexterity and ability; other duties may require heavy physical exertion (lifting up to 50 pounds).
  • A Bachelor's degree in business, innovation, program management, gamification, entrepreneurship, or mental health is highly desirable.
  • Incumbent must maintain a gaming industry professional organization certification and cardiopulmonary resuscitation (CPR) certification.
  • This position meets the administrative exemption criteria for the Fair Labor Standards Act (5 CFR 551.206).

Qualifications

Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management positions. BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT: Education Undergraduate and Graduate Education: Major study -- physical education. OR Experience that demonstrated the ability to: Plan, supervise, administer, or carry out a sports program that includes a variety of individual and team sports; and Guide participants in developing the skills needed for participation in sports activities and to teach the techniques of various sports. Examples of qualifying experience include: Managing or administering a sports program in a community, industrial activity, or secondary school or college. Planning, teaching, or evaluating a physical education curriculum for secondary or higher academic levels. Managing, umpiring, or officiating at amateur or professional athletic events, competitions, or games. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes working within the virtual fitness functional area, performing administrative duties related to technical guidance, program development and sustainment of gaming, and virtual fitness programs and initiatives. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-­grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of a wide range of concepts, principles, and techniques, as might be gained through graduate study evidenced by a Master's degree in sports and esports administration or related field, or broad and comprehensive experience which lends itself to developing, formulating, implementing, conducting, and administering a worldwide multifaceted sports and esports programs. 2. Knowledge of practices relating to the administration of the sports and esports program in accordance with Public Law, the Amateur Athletics Act of 1978 , and the Constitution and By-Laws of participating national and international sports governing bodies. 3. Knowledge of appropriated and nonappropriated fund budget systems and the ability to create, review, and justify budget submissions. 4. Knowledge of a wide range of analytical and evaluative methods and techniques to assess the efficiency and effectiveness of Esports & Virtual Fitness operations; recognize and resolve discrepancies; and modify established approaches, methods or procedures to improve data gathering and analysis techniques. 5. Skilled in applying knowledge to develop and write Department of the Air Force instructions, pamphlets, directives, and other correspondence. Responds to complex inquiries and maintains liaison with Major Command counterparts, the US Space Force, bases, and Air Staff office counterparts. 6. Skill in gathering, assembling, and analyzing facts; drawing conclusions; devising solutions to problems; identifying changes and trends; and preparing and presenting briefings and reports. 7. Ability to communicate effectively with others, both orally and in writing; ability to carry out and complete assignments involving work with diverse groups by gaining their cooperation with tact, courtesy, and diplomacy and moving them towards an ownership of their objective. 8. Ability to prepare and conduct formal and informal informational briefings. 9. Ability to provide input on the screening and selection of competent, fundamentally strong leaders to coach Department of the Air Force sports and esports teams, and to assess and cull list of many player and ambassador candidates for the Department of the Air Force Trial Camps and esports community. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
