This position is part of the John F. Kennedy Center for the Performing Arts, Facilities Department, Facility Services Division. The incumbent will serve as the appointed Contracting Officer's Representative (COR) to manage and advise on all aspects of Federal maintenance contracts related to the upkeep of the Presidential Memorial.

Duties

Serve as the appointed Level II Certified Contracting Officer's Representative (COR) to manage all aspects of assigned Federal maintenance and utility contracts related to the upkeep of the facility to assure compliance with program requirements. Manage services to include but are not limited to automatic sliding door maintenance, rollup door maintenance, artifacts cleaning services, brass/bronze cleaning services, and vertical transportation inspection services. Create Statements of Work (SOWs) and project scopes, Independent Government Cost Estimates (IGCEs), acquisition planning documents, and source selection documents. Inspect contractor's work for compliance, and perform fiscal management of all assigned contracts to justify budget requests. Perform detailed inspections throughout the facility, both interior and exterior, to report general deficiencies that require corrective action prior to all event functions throughout the year. Conduct daily inspections to assist the Operations and Maintenance staff in determining corrective actions for obvious infrastructure and surrounding ground deficiencies. Assists the department's Operations and Maintenance staff with the movement and restoration of furniture within public space areas for special event purposes to minimize potential damage to physical structures by others. Collaborate with stakeholders to ensure that all utility requests related to lighting, water, and electricity for event functions have been met or are properly scheduled. Provide oversight and serve as primary POC for all coffee, filtered water, and kitchenette requests for the facility to include ordering supplies as needed, tracking expenditures, and coordinating with external vendors for repairs to all appliances. Provide Help Desk operations support for the Office of Facility Services. Duties include taking calls for service requests and creating work tickets within the Computerized Maintenance Management System when needed.

At the GS-11 level, you must meet one of the following qualifications: A. Successful completion of three years of progressively higher-level graduate education leading to a Ph.D. or equivalent doctoral degree in an accredited educational institution or LL.M., with a major study in engineering, industrial arts, property management, business administration, cultural resources or closely related field. (Note: Applicants who select this response must provide transcripts as verification of their education). OR B. One year of specialized experience equivalent to at least the GS-9 level. Specialized experience is that which has equipped the applicant with the competencies to successfully perform the duties of the position, and that is typically in or related to the position to be filled. Specialized experience for this position includes experience assisting in the administration of policies and procedures of the functional and administrative areas such as contracting, i.e. federal acquisition regulation (FAR), finance, accounting, budget, counsel, and information management and others to coordinate, facilitate, and resolve issues; life-cycle management of renovation projects to include planning, monitoring, operating and implementation of those projects in order to execute assigned projects and resolve problems or issues that impact the project; facility maintenance and restoration program planning, including evaluating the condition of all facility components; financial planning and control, including determining funding requirements for facility sustainment, restoration, and modernization, justifying budget requests; and facility requirements planning, including evaluating future use patterns; apply knowledge of building trades to include carpentry, masonry, painting and general construction; and adapt to an evolving work environment to be responsive to the changing needs of the organization; OR C. A combination of specialized experience and graduate level education as defined above which equals 100%. At the GS-12 level, you must meet the following qualification: One year of specialized experience equivalent to at least the GS-11 level. Specialized experience is that which has equipped the applicant with the competencies to successfully perform the duties of the position, and that is typically in or related to the position to be filled. Specialized experience for this position includes the use of a wide range of qualitative and quantitative analytical methods of assessment, and development of new approaches in identifying workload factors and performance quality levels to determine accurate measurement techniques; administer policies and procedures of the functional and administrative areas such as contracting, i.e. federal acquisition regulation (FAR), finance, accounting, budget, counsel, and information management and others to coordinate, facilitate, and resolve issues; life-cycle management of renovation projects to include planning, monitoring, operating and implementation of those projects in order to execute assigned projects and resolve problems or issues that impact the project; solve complex facility technical problems through application of non-traditional theories and new developments; facility maintenance and restoration program planning, including evaluating the condition of all facility components; financial planning and control, including determining funding requirements for facility sustainment, restoration, and modernization, justifying budget requests; facility requirements planning, including evaluating future use patterns; apply knowledge of building trades to include carpentry, masonry, painting and general construction; adapt to an evolving work environment to be responsive to the changing needs of the organization; and manage multiple service contracts while performing a variety of duties. This position requires applicants to possess one of the following: Federal Acquisition Certification in Contracting Officer's Representative (FAC-COR) Level II Defense Acquisition Workforce Improvement Act (DAWIA) Level II Only experience and education obtained by the closing date of this announcement will be considered. TIME-IN-GRADE: Current career or career-conditional employees of the Federal government, or former career or career-conditional employees, who have a break in service of less than one year, are required to meet the time-in-grade restriction of one year of Federal experience at the next lower grade, with few exceptions outlined in 5 CFR 300.603(b). Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). You will receive credit for all qualifying experience, including volunteer experience.
