Duties

The IT Specialist (Litigation Support) position is located at the U.S. Attorney's Office (USAO) within the Eastern District of Arkansas. The incumbent will be responsible for providing technical and analytical assistance involving Litigation Support (LS) and other areas which support information management needs of the U. S. Attorney's Office (USAO). Provides technical advice to litigation teams on legal automation options, systems capabilities, and support services available to aid in document review, case preparation, trial preparation and trial presentation. Recommends a variety of software packages including eDiscovery document review databases that would be most effective for organizing and managing information, documents and/or the presentation of complex and voluminous evidence. Provides litigation support services, including processing, hosting, and producing eDiscovery and trial preparation and presentations in response to customer needs. Provides customer training including orientation for new users on eDiscovery and multimedia (video and presentation graphics) software tools. Participates in pre-trial, court hearings, and other meetings. Maintains professional interactions with peers, attorneys, court officials, opposing counsel, or other government agencies. Receives written and oral requests from USAO and other agencies and performs tasks accurately and timely. Responsibilities will increase and assignments will become more complex as your training and experience progress.

Qualifications

BASIC REQUIREMENTS FOR ALL APPLICANTS: Undergraduate or Graduate Education: All academic degrees and coursework must be from an accredited or pre-accredited institution and must be in one of the following fields: computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management or degree that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems, or networks. OR Individuals must have Information Technology (IT)-related experience demonstrating each of the four competencies listed below. Attention to Detail - Is thorough when performing work and conscientious about attending to detail. Customer Service - Works with clients and customers to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. Oral Communication - Expresses information to individuals or groups effectively, considering the audience and nature of the information; makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. In additional to the basic requirements above, applicants must meet the specialized experience OR education identified below: GS-9: To be eligible at the GS-9 level, you must meet at least ONE of the following conditions, as defined below: Specialized Experience, OR Education. Specialized Experience: One full year of specialized experience equivalent to the GS-7 level that demonstrates your ability to perform as a GS-09 IT Specialist. Specialized experience is defined as: creating and coordinating litigation support services to prepare for trial preparation & presentations; installing and configuring litigation support equipment; resolving hardware and software interface and interoperability problems; providing customer support to resolve and diagnose computer incidents or problems. Education: One of the following types of education in a related field: a Master's degree or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree. Combination of Education and Experience: Combination of successfully completed graduate education and experience may be used to meet total qualification requirements. In order to qualify based on a combination, graduate education must be in excess of 1 full year. GS-11: To be eligible at the GS-11 level, you must meet at least ONE of the following conditions, as defined below: Specialized Experience, OR Education. Specialized Experience: One full year of specialized experience equivalent to the GS-9 level that demonstrates your ability to perform as a GS-11 IT Specialist. Specialized experience is defined as: analyzing and creating litigation case databases; developing operating standards and procedures for litigation support; maintaining litigation equipment inventory; implementing policies and procedures to ensure litigation system reliability to prevent and defend against unauthorized access to networks and data; creating and advising on technical development of web applications; troubleshooting and resolving intranet and internet issues. Education: One of the following types of education in a related field: a Ph. D or equivalent doctoral degree, or 3 full years of progressively higher-level graduate education leading to a Ph.D. to such a degree. Combination of Education and Experience: Combination of successfully completed graduate education and experience may be used to meet total qualification requirements. In order to qualify based on a combination, graduate education must be in excess of 2 full years. Interagency Career Transition Assistance Plan (ICTAP)- The ICTAP provides eligible displaced Federal competitive service employees with selection priority over other candidates for competitive service vacancies. If your agency has notified you in writing that you are a displaced employee eligible for ICTAP consideration, you may receive selection priority if: 1) this vacancy is within your ICTAP eligibility; 2) you apply under the instructions in the announcement; and 3) you are found well-qualified for this vacancy.
